Paddy Burke: That means that if a roadworthiness test certificate for vehicles registered in another jurisdiction have expired, owners of the vehicles cannot apply for an NCT for that vehicle here, rather they have return to their own jurisdiction to secure such a certificate? Otherwise, they would have to reregister the vehicle here to comply with the law in terms of this Bill.

Paddy Burke: Section 10(2)(q) states that the fee is to be paid to a licensing authority in respect of the supply by the authority of information relating to a licence. Is that a new charge? Does it mean that when a person applies for a licence he or she must pay a fee to get the information?
