Public Accounts Committee: Matters related to Medical Negligence, Open Disclosure, Cervical Cancer and Thalidomide Litigation (8 Nov 2018)

Catherine Connolly: I see. It was on behalf of the group.

Public Accounts Committee: Matters related to Medical Negligence, Open Disclosure, Cervical Cancer and Thalidomide Litigation (8 Nov 2018)

Catherine Connolly: The final issue is maternity. I mentioned it a minute ago. We are looking at prevention. Quite a substantial part of the €3 billion is for cases arising from obstetrics and gynaecology. Is that right?

Public Accounts Committee: Matters related to Medical Negligence, Open Disclosure, Cervical Cancer and Thalidomide Litigation (8 Nov 2018)

Catherine Connolly: What effort is being made to look at a different system for women, given the maternity strategy, women's wishes to give birth at home and so on? There are alternatives to a medical-dominated system which is leading to vast claims. What analysis has been carried out to examine alternative systems?

Public Accounts Committee: Matters related to Medical Negligence, Open Disclosure, Cervical Cancer and Thalidomide Litigation (8 Nov 2018)

Catherine Connolly: Luckily there are two women here from the Department.

Public Accounts Committee: Matters related to Medical Negligence, Open Disclosure, Cervical Cancer and Thalidomide Litigation (8 Nov 2018)

Catherine Connolly: I know that. These alternatives have not happened.

Public Accounts Committee: Matters related to Medical Negligence, Open Disclosure, Cervical Cancer and Thalidomide Litigation (8 Nov 2018)

Catherine Connolly: It has been expressed for a very long time in my lifetime alone. I say that as someone who chose a home birth. I am simply using the example. In my understanding and experience, nobody has ever been sued because of a home birth. It has never given rise to a High Court case. There has been a High Court case querying disciplinary proceedings, but I do not think a midwife has ever been sued...

Public Accounts Committee: Matters related to Medical Negligence, Open Disclosure, Cervical Cancer and Thalidomide Litigation (8 Nov 2018)

Catherine Connolly: Yes.

Public Accounts Committee: Matters related to Medical Negligence, Open Disclosure, Cervical Cancer and Thalidomide Litigation (8 Nov 2018)

Catherine Connolly: Yes, and one based on intervention.

Public Accounts Committee: Matters related to Medical Negligence, Open Disclosure, Cervical Cancer and Thalidomide Litigation (8 Nov 2018)

Catherine Connolly: Dr. Henry is right at this point, but this should have been looked at a long time ago. From that small number of home births, nobody has ever been sued. I may be corrected, but I believe nobody has ever sued a midwife in regard to a home birth. There are small numbers, but we have gone in the opposite direction to what is demanded, with all the attendant consequences.

Public Accounts Committee: Matters related to Medical Negligence, Open Disclosure, Cervical Cancer and Thalidomide Litigation (8 Nov 2018)

Catherine Connolly: I was there. It is minimalist and difficult. Does Mr. Breen know more about it?

Public Accounts Committee: Matters related to Medical Negligence, Open Disclosure, Cervical Cancer and Thalidomide Litigation (8 Nov 2018)

Catherine Connolly: That is one aspect of it. It is also the case that it was never rolled out. I saw the pilot project in Galway. I will not go into personal details. This is an obvious way to reduce costs, empower women and go back to what should be a normal process, not a medical interventionist one with all the consequential catastrophic claims. That should be looked at as a way of bringing down costs.

Written Answers — Department of Rural and Community Development: Local and Community Development Programme (8 Nov 2018)

Catherine Connolly: 10. To ask the Minister for Rural and Community Development when the review of local community development committees due in quarter 2, 2018 will be published; and if he will make a statement on the matter. [46021/18]

Written Answers — Department of Rural and Community Development: Departmental Agencies (8 Nov 2018)

Catherine Connolly: 19. To ask the Minister for Rural and Community Development when the independent review of Pobal’s charitable status will be published; and if he will make a statement on the matter. [46022/18]

Ceisteanna Eile - Other Questions: Child and Family Agency (7 Nov 2018)

Catherine Connolly: I thank the Minister for confirming that. As she can see, my concern, like hers, arises from the various reports I have been reading. The HIQA report confirmed that it was a matter of significant concern that Tusla, a learning organisation, had the same issues emerging over and over again. The Charleton report had much to say about Tusla but in particular it indicated the lack of upfront...

Ceisteanna Eile - Other Questions: Child and Family Agency (7 Nov 2018)

Catherine Connolly: The Minister is really the last hope in this as it is quite clear institutions have no ability to self-reflect. We knew this from the Garda and health service. We know it now about Tusla and the Health Service Executive. The Minister is the last stop in town, as it were, so what she sets up must be implemented. From the report I can see a high level of cases where a social worker has not...

Ceisteanna Eile - Other Questions: Children in Care (7 Nov 2018)

Catherine Connolly: 10. To ask the Minister for Children and Youth Affairs further to Question No. 1165 of 7 September 2018, if the report of the national review panel, NRP, which commenced in 2016, on three cases of child abuse in a foster home in County Galway has been completed; if so, when it will be published; and if she will make a statement on the matter. [45923/18]

Ceisteanna Eile - Other Questions: Children in Care (7 Nov 2018)

Catherine Connolly: My question is on the independent review set up in respect of the three children on whom appalling abuse was perpetuated. I will not go into the details in the Chamber, particularly given the young children in the Public Gallery. The Minister knows well the case I am talking about. It is the Tuam case. The review arose as a result of a "Prime Time Investigates" programme. I have asked...

Ceisteanna Eile - Other Questions: Children in Care (7 Nov 2018)

Catherine Connolly: I never asked the Minister to interfere in any way with an independent process. What horrifies me is that we are now in November 2018 and there is no sign of the report. Is there a problem with staff or are there insufficient resources? We have seen the report from Mr. Justice Charleton in October 2018 and that tribunal was set up in February 2017. We saw the number of documents and...

Ceisteanna Eile - Other Questions: Children in Care (7 Nov 2018)

Catherine Connolly: At the end of the "Prime Time Investigates" programme, the girl who was brave enough to give her name said that she did not know why she came forward. We have to show that we are responding to these issues in a timely manner. It is stated on page 7 of the report that the Minister commissioned from the Health Information and Quality Authority, HIQA, Report of the investigation into the...

Ceisteanna Eile - Other Questions: Child and Family Agency (7 Nov 2018)

Catherine Connolly: 11. To ask the Minister for Children and Youth Affairs when the oversight group to ensure recommendations contained in a report (details supplied) was established; the membership of the group; the progress to date on the implementation of the recommendations contained therein; and if she will make a statement on the matter. [45924/18]
