- Select Committee on Transport, Tourism and Sport: Road Traffic Bill 2016 (Seanad): Committee Stage (30 Nov 2016)
Catherine Murphy: Section 24 relates to the Vehicle Clamping Act, in which a gap was identified in the reply to me to a parliamentary question. I have a big problem with clamping on private open space. In fact, it has been outlawed in England, Scotland and Wales. There is a myriad of different operators in this country charging different amounts of money, and the appeal process is very deficient. Is this...
- Select Committee on Transport, Tourism and Sport: Road Traffic Bill 2016 (Seanad): Committee Stage (30 Nov 2016)
Catherine Murphy: I agree. I would have to hear very cogent arguments as to why it cannot be addressed in this legislation. It is an anomaly and it appears to be something straightforward in terms of making a legislative change. I do not see what the difficulty is with the amendment.
- Select Committee on Transport, Tourism and Sport: Road Traffic Bill 2016 (Seanad): Committee Stage (30 Nov 2016)
Catherine Murphy: Is there a European dimension to the legislation relating to co-operation of this kind? Has the possibility been considered that we might have to undo some of these things? I hope we do not.
- Flood Insurance Bill 2016: Second Stage [Private Members] (29 Nov 2016)
Catherine Murphy: I welcome this Bill. It is seeking a solution to something that really should not have occurred, that is the targeting of homes and businesses, even in situations in which there has been huge investment to overcome problems where flooding had occurred. The environment committee I was a member of in the last Dáil carried out an extensive report into this issue. It was published in...

- Written Answers — Department of Foreign Affairs and Trade: Data Protection (29 Nov 2016)
Catherine Murphy: 368. To ask the Minister for Foreign Affairs and Trade his views on that fact that the mailing preference database operates on a radically different legal basis than the telephone preference service, particularly in view of the potentially significant penalties which might be levied on businesses for failing to respect marketing opt outs under the EU General Data Protection Regulation; and if...

To ask the Minister for Foreign Affairs and Trade his plans to address a legal lacuna in the treatment of a valuable regulatory data asset; if it will be addressed in the forthcoming data protection Bill as with the telephone preference service; if ultimate responsibility and authority for the mailing preference service database will be vested in an appropriate independent entity such as...

- Public Accounts Committee: Business of Committee (24 Nov 2016)
Catherine Murphy: Is it known whether public moneys were invested in the capital assets that the foundations now control?
- Public Accounts Committee: Business of Committee (24 Nov 2016)
Catherine Murphy: From where are the funds derived?
- Public Accounts Committee: Special Report No. 94 of the Comptroller and Auditor General: National Asset Management Agency Sale of Project Eagle (Resumed) (24 Nov 2016)
Catherine Murphy: The witnesses have said NAMA engaged Lazard to find bidders. Mr. Patrick Long was before the committee the other day. Prompted by some of the questions asked, I want to clarify a few things. At the time the portfolio was being sold, there were four firms that had acted on nearly 90% of the assets that had a par value of over £1 billion. None of these firms was on the first list of...
- Public Accounts Committee: Special Report No. 94 of the Comptroller and Auditor General: National Asset Management Agency Sale of Project Eagle (Resumed) (24 Nov 2016)
Catherine Murphy: Does it not seem odd that NAMA had bypassed in the first round the biggest firms that had a profile of dealing with loans or assets in that range?
- Public Accounts Committee: Special Report No. 94 of the Comptroller and Auditor General: National Asset Management Agency Sale of Project Eagle (Resumed) (24 Nov 2016)
Catherine Murphy: Does that not suggest that NAMA was pretty much happy with the bid on the table, that NAMA was just testing it against others - the much wider sweep of people invited in at an early point - that it was a rushed process anyway and that it was a single process? Does that not suggest that this was a flawed approach?

- Public Accounts Committee: Special Report No. 94 of the Comptroller and Auditor General: National Asset Management Agency Sale of Project Eagle (Resumed) (24 Nov 2016)
Catherine Murphy: The difficulty is that there appears to have been people who were bidders, or potential bidders, who felt there was a perceived advantage to PIMCO, which had been in the process a long time. Deputy MacSharry has just referred to what Fortress told the committee about not being allowed to syndicate pre-bid finance. I appreciate that Mr. Daly has answered this but it appears there were a lot...
- Public Accounts Committee: Special Report No. 94 of the Comptroller and Auditor General: National Asset Management Agency Sale of Project Eagle (Resumed) (24 Nov 2016)
Catherine Murphy: I want to come to a number of other questions. If I was getting something valued and I wanted to buy it I would probably go to someone local who had a better knowledge of the area if I was unfamiliar with the area. Will the witnesses explain whether the valuations about which Deputy MacSharry asked were locally valued?
