- Joint Oireachtas Committee on Housing, Planning and Local Government: Housing Assistance Payment: Discussion (15 Dec 2020)
John Cummins: Not everywhere.
- Joint Oireachtas Committee on Housing, Planning and Local Government: Housing Assistance Payment: Discussion (15 Dec 2020)
John Cummins: In Waterford, that is not the case.
- Joint Oireachtas Committee on Housing, Planning and Local Government: Housing Assistance Payment: Discussion (15 Dec 2020)
John Cummins: I accept the majority would want that.
- Seanad: Social Welfare Bill 2020: Second Stage (14 Dec 2020)
John Cummins: I welcome the Minister to the House. This is my first time addressing her in her new role. I compliment her and her hard-working staff, as colleagues have done. What has been done throughout the pandemic by her Department has been truly extraordinary. The budget of €25 billion is colossal but it is needed in times of Brexit and Covid uncertainty. I was delighted a number of years...
- Seanad: An tOrd Gnó - Order of Business (8 Dec 2020)
John Cummins: I support Senator Ward's call to allow live music at weddings, which are already restricted to 25 guests. Common sense is needed, just as it was needed last week in regard to the performing arts sector, including dance schools. I am glad that in the Dáil last week the Minister clarified that the Sport Ireland guidance on individual and one-to-one training now applies to this sector,...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Planning and Development Bill 2020: Department of Housing, Local Government and Heritage (8 Dec 2020)
John Cummins: I thank Mr. Kelly and Mr. Lemass. I do not want to rehash the debate from the Seanad on the public participation element, but it certainly is my belief that this Bill does not prevent in-person meetings. I see it as an addition to a pre-draft of the plan. In Waterford we had a very successful online consultation process as part of the pre-draft development plan, with 298 submissions. They...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Planning and Development Bill 2020: Department of Housing, Local Government and Heritage (8 Dec 2020)
John Cummins: However, the declaration in the legislation we passed in October provided immediate protection.
- Joint Oireachtas Committee on Housing, Planning and Local Government: Planning and Development Bill 2020: Department of Housing, Local Government and Heritage (8 Dec 2020)
John Cummins: Mr. Lemass is essentially saying that this immediate protection still applies. The landlord can raise an objection to it, but the protection is still in place. The only way the landlord can take the matter further is through the eviction process.
- Joint Oireachtas Committee on Housing, Planning and Local Government: Planning and Development Bill 2020: Department of Housing, Local Government and Heritage (8 Dec 2020)
John Cummins: As such, the protection no longer applies.
- Joint Oireachtas Committee on Housing, Planning and Local Government: Planning and Development Bill 2020: Department of Housing, Local Government and Heritage (8 Dec 2020)
John Cummins: I understand that, but the protections-----
- Joint Oireachtas Committee on Housing, Planning and Local Government: Planning and Development Bill 2020: Department of Housing, Local Government and Heritage (8 Dec 2020)
John Cummins: That may be problematic, but Mr. Lemass has answered the question. I thank him.
- Joint Oireachtas Committee on Housing, Planning and Local Government: Planning and Development Bill 2020: Department of Housing, Local Government and Heritage (8 Dec 2020)
John Cummins: The matter would be discussed by the strategic policy committee, SPC.
- Seanad: Withdrawal of the United Kingdom from the European Union (Consequential Provisions) Bill 2020: Committee Stage (3 Dec 2020)
John Cummins: I echo the comments of my colleagues to my right. I come from Waterford and Waterford Crystal is a large international company in our city, with a long track record of attracting significant numbers of international tourists. It is rightly concerned about the threshold set here. I support Senator Chambers's call to pause this proposal. I believe the proposed compromise of a €50...
- Seanad: An tOrd Gnó - Order of Business (1 Dec 2020)
John Cummins: Today, large parts of the economy are reopening following a difficult six weeks of lockdown. However, several sectors are still not permitted to open which needs to be addressed as a matter of urgency. I am specifically referring to the arts sector, theatres and venues across the country. In Waterford, the Theatre Royal opened successfully without cases when restrictions were eased during...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Construction Defects: Discussion with Construction Defects Alliance (1 Dec 2020)
John Cummins: I compliment the Construction Defects Alliance for the work it has done in this area and the awareness it has raised. I thank everybody for their contributions. The lived experience which people have spoken about has been enlightening to me as a new member of this committee. It is critical that they are part of the working group going forward. There is a commitment in the programme for...
- Seanad: Planning and Development Bill 2020: Committee Stage (30 Nov 2020)
John Cummins: I welcome the Minister of State to the House. I have not had any interaction with him before. I wish him the very best in his new role. I totally appreciate where the proposers of the amendments are coming from on this but perhaps the Minister of State will clarify in his response. I certainly do not believe there is any intention on the Department's behalf to restrict the consultation...
- Seanad: Planning and Development Bill 2020: Committee Stage (30 Nov 2020)
John Cummins: I wish to pick up on a few points. It is unfair to the Minister of State to suggest that by his putting forward this amendment in some way he is not empowering citizens. As I said in my initial contribution on the Bill, while the chief executive has ownership of the predraft at that point, it would be a very brave chief executive who would not take on board what the elected members of the...
- Seanad: Planning and Development Bill 2020: Committee Stage (30 Nov 2020)
John Cummins: I will be brief because we have been around the House three times on this. For clarity, I was not suggesting for a second that if I, in my previous guise as chair of the planning strategic policy committee, SPC, in Waterford, were to ask the executive to attend a meeting that I organised, it would attend. I was saying that if I requested it to hold a public meeting, the council would do so....
- Seanad: Reopening Ireland (Department of Enterprise, Trade and Employment): Statements (26 Nov 2020)
John Cummins: I thank all the front-line workers who have worked throughout this pandemic. I am very mindful today of all those who have lost loved ones in the pandemic. My family had a bereavement in that I lost my godmother. I realise how difficult it has been for families to grieve during the pandemic. I am particularly mindful today of all the affected families. The Government's response has been...
- Seanad: An tOrd Gnó - Order of Business (25 Nov 2020)
John Cummins: Over the past years we have seen huge investment and resourcing in An Garda Síochána to increase the strength of the force. It is now nearly at 15,000 with the highest budget ever of €3 billion in 2021. New and upgraded equipment, fleets of vehicles and new stations have been delivered in places such as Wexford and Kevin Street, not too far away from where we are now. In...
