Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2023
Vote 13 - Office of Public Works (Revised)
(22 Feb 2023)

Cathal Crowe: That is correct, yes. Maybe it is a controversial thing to say but we need to remove the protected status from certain sections so at least, on the meander of a river, a machine can do work without having to first go through a rigmarole of protection and the opposite side could be for bird nesting. That is how other countries seem to have got around this matter.

Joint Oireachtas Committee on Health: Ambulance Services, Recruitment and Retention of Personnel, and Response Times: Discussion (22 Feb 2023)

Cathal Crowe: I welcome our witnesses and thank them for being here this morning. I was following much of the earlier discussion in my office. I ask that they forgive me if I ask any repetitive questions. I am trying not to. I think all my questions are new. I will ask about the requirement one has with regard to vehicle licensing. What level of driver licence does one need, to work for NAS?

Joint Oireachtas Committee on Health: Ambulance Services, Recruitment and Retention of Personnel, and Response Times: Discussion (22 Feb 2023)

Cathal Crowe: Does NAS have a metric on how many people may have lost out on entry to the course in Cork or University of Limerick, UL, on the basis of not having the right licence at the time?

Joint Oireachtas Committee on Health: Ambulance Services, Recruitment and Retention of Personnel, and Response Times: Discussion (22 Feb 2023)

Cathal Crowe: One of the reasons I ask is that I am on the Oireachtas Joint Committee on Transport and Communications. We were in this very room last week, talking about driver licences. I was able to give an example from my emails, of a youngster in west Clare facing a 29-week wait to get tested. He missed out on becoming a paramedic, because of that. We were told last week, in this very room, that...

Joint Oireachtas Committee on Health: Ambulance Services, Recruitment and Retention of Personnel, and Response Times: Discussion (22 Feb 2023)

Cathal Crowe: That is good to hear. Will the practical placement of the reconfigured course involve placement in Ireland?

Joint Oireachtas Committee on Health: Ambulance Services, Recruitment and Retention of Personnel, and Response Times: Discussion (22 Feb 2023)

Cathal Crowe: That is a sensible approach. I commend NAS on it. That is where everyone wants it to get to. One of those UL graduates has recently been in contact with my office. The person is fully graduated and has three or four years' practical experience with the NHS ambulance service. The person is mad to get back here to Ireland and is finding it impossible to get in to NAS. I will read about...

Joint Oireachtas Committee on Health: Ambulance Services, Recruitment and Retention of Personnel, and Response Times: Discussion (22 Feb 2023)

Cathal Crowe: That is good to hear. A new protocol took effect in the mid-west in early January whereby many patients who would have attended University Hospital Limerick are now being transferred to the medical assessment unit in Ennis. I believe there are plans afoot to implement something similar in Nenagh. How is that working operationally for ambulance crews? It is working from a public point of...

Joint Oireachtas Committee on Health: Ambulance Services, Recruitment and Retention of Personnel, and Response Times: Discussion (22 Feb 2023)

Cathal Crowe: I am finished my questions. I thank the witnesses for their answers. They are making good headway. I have my fingers crossed that we will see more recruits. I thank the witnesses for everything they are doing and ask them to pass on my best wishes to all of the services' front-line staff for everything they are doing.

Cathal Crowe: 730. To ask the Minister for Agriculture, Food and the Marine if he will introduce a scheme to incentivise the planting on trees on cutaway bogs that are no longer used for peat harvesting; and if he will make a statement on the matter. [8497/23]

Civil Defence Bill 2023: Second Stage (15 Feb 2023)

Cathal Crowe: I wish I had Deputy Berry's military training. I am after running a few laps of the building. I join others in welcoming this legislation. It is very positive. It is very interesting historically that this combines the old Air-Raid Precautions Acts 1939 to 1946. That was very old legislation when we were in a very different historic period. I had a grand-uncle who served in the LDF...

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (15 Feb 2023)

Cathal Crowe: I hope the Taoiseach will give some positive indication that the Government will retain the 9% VAT rate on tourism and hospitality. This sector is a major employer in our country. While budget 2023 went down really well and was a very positive budget, this was the one unanswered question. People are looking for certainty. The 12,500 people in County Clare working in this sector contribute...

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (15 Feb 2023)

Cathal Crowe: I heard it on the grapevine.

Cathal Crowe: 146. To ask the Tánaiste and Minister for Justice and Equality if he intends to amend any aspects of the Civil Partnership and Certain Rights and Obligations of Cohabitants Act 2010 to ensure that maintenance orders are paid and that enforcement of non-payments is more effective; and if he will make a statement on the matter. [7617/23]

Joint Oireachtas Committee on Transport, Tourism and Sport: National Aviation Policy (Resumed): Regional Airports (15 Feb 2023)

Cathal Crowe: I welcome the witnesses and congratulate them on where they have managed to get their respective airports back to. We met many times as a committee during the abyss of Covid. People were telling us there was a recovery coming in perhaps 2025 or 2026. It was absolutely dismal. Yet, given the seasonality of aviation and that airlines produce their summer and spring schedules the previous...

Joint Oireachtas Committee on Transport, Tourism and Sport: National Aviation Policy (Resumed): Regional Airports (15 Feb 2023)

Cathal Crowe: Are the curtilages of the airports too large? There is a revenue stream from car parks and so on and, when a large programme has to be undertaken, state aid rules and the like apply. Shannon Airport had to play a role in the river's flood defences, which was costly. Transport Infrastructure Ireland, TII, has been helping in upgrading the roads to the airport. Is there a way of reducing...
