Public Accounts Committee: Business of Committee (28 Jun 2018)

Shane Cassells: No. We operate the scheme in Navan, not the Garda. The Garda has a live feed from it, but the Garda is not the data controller.

(28 Jun 2018)

Shane Cassells: I thank Mr. Cody and his team for the presentation and for being here today. This morning, the Tax Appeals Commission, TAC, appeared before us, and to say that we were shocked by some of the things it said to us is putting it mildly. It said there is no external phone system, that nobody can ring out or ring in, and that the computers of directors have blown up. It reminded me of Manuel...

Shane Cassells: Mr. O'Mahony referred to the transfer as well. I cannot remember what phrase he used, but he mentioned that the transfer posed challenges. What kind of review took place before the transfer from Revenue to the TAC?

2016 and 2017 Revenue Accounts
(28 Jun 2018)

Shane Cassells: I wish to ask about something that the Chairman touched on this morning. What quantum of money is under appeal and what is the backlog? The head of the Irish Tax Institute said that it could take ten years for the backlog to be cleared. Should more be done at the Revenue stage to reach settlements before they go to appeal, given the ever-growing size of the logjam and the quantum of money...

Public Accounts Committee: Chapter 21 - Tax Debt and Write Outs
Chapter 22 - Dormant Accounts Fund
Vote 9 - Office of the Revenue Commissioners
2016 and 2017 Revenue Accounts
(28 Jun 2018)

Shane Cassells: Mr. Cody has addressed a matter raised in the Comptroller and Auditor General's remarks, namely, managing debt, the amount of that debt, what is not collectable because of appeals and what is collectable. The Comptroller and Auditor General has pointed to a reversal in the trend and an increase in gross debt, more than a quarter of which is classified as collectable but has been subject to...

Chapter 22 - Dormant Accounts Fund
Vote 9 - Office of the Revenue Commissioners
2016 and 2017 Revenue Accounts
(28 Jun 2018)

Shane Cassells: Mr. Cody mentioned 2010. Since then nearly €1.8 billion in tax has been written off, which averages out to €250 million a year. In any man's language, or in layman's language, that is a significant amount of money, notwithstanding the increases in tax revenue in the eight year period. In terms of getting that average down and reducing the proportion of tax collectable that is...

2016 and 2017 Revenue Accounts

Shane Cassells: That was understandable in the early part of this decade but, as things have gone on, has the average remained close to €250 million?

Shane Cassells: Looking at that timeliness of compliance and at Revenue's audit teams and tackling non-compliance, which is something we have also touched on here before, I think of every ordinary person who looks at the defaulter list when it gets published in the newspapers. People sneak a look to see whether their neighbours are on it. The 2017 annual report shows that the yields from audits and...

2016 and 2017 Revenue Accounts
(28 Jun 2018)

Shane Cassells: Before I finish, chapter 22 refers to the film withholding tax. Will Mr. Cody explain this for people viewing? It is very interesting. It has been in legislation since 2015. I am interested because the Comptroller and Auditor General had issues with the delay in bringing film withholding tax receipts to account. Will Mr. Cody also speak to the actual issue itself? I am interested...

Written Answers — Department of Health: Hospital Waiting Lists Action Plans (28 Jun 2018)

Shane Cassells: 30. To ask the Minister for Health the initiatives that will be taken to reduce long waiting times for an outpatient appointment in Our Lady’s Hospital, Navan; and if he will make a statement on the matter. [28292/18]

Committee on Public Petitions: Decisions on Public Petitions Received (27 Jun 2018)

Shane Cassells: I wish to comment on that particular petition. I realise the committee has dealt with the Prince Albert discussion previously. This arises against the backdrop of the removal of statues in the United States, an issue that has caused much division, consternation and debate. That is a healthy thing. The point made in the response from Dublin City Council is good in the sense that it is not...

Committee on Public Petitions: Decisions on Public Petitions Received (27 Jun 2018)

Shane Cassells: I wish to comment on this particular issue. It is something that is of significant importance from a financial point of view. This issue has come before the Committee of Public Accounts. Only yesterday, we were finalising our periodic report. There is an entire chapter in the report of the Comptroller and Auditor General on this issue because of the impact on public finances. The...

Committee on Public Petitions: Decisions on Public Petitions Received (27 Jun 2018)

Shane Cassells: Another thing is happening in that section as well. Obviously it is being done to promote online registration or payment of motor tax. That is perfectly fine. Anyway, those who are making payments on a quarterly basis are being penalised to the tune of €120. In contrast, those using a one-payment system can do so on the basis of €20. The Committee of Public Accounts will...

Chapter 14 - Control of Ireland's Bilateral Assistance Programme
Vote 27 - International Co-operation
Vote 28 - Foreign Affairs and Trade
(21 Jun 2018)

Shane Cassells: I thank the Secretary General and all the staff at the Department for their work. I acknowledge the work of our diplomatic corps. Deputy Farrell and I, through our membership of the Organisation for Security and Co-operation in Europe, OSCE, would have occasion to deal with our embassies a couple of times a year and see their work at first hand. I also have seen this recently in respect of...

Chapter 14 - Control of Ireland's Bilateral Assistance Programme

(21 Jun 2018)

Shane Cassells: That richness and complexity is borne out of shared values and cultures, espoused by former Presidents, but they certainly could not be reflected in the values or cultures of the present incumbent. I do not expect Mr. Burgess to comment politically but I am asking if, from a diplomatic point of view, those actions which are not shared by this country place a strain on those relations.
