Kieran O'Donnell: Under the rules of the House, the committee cannot make that proposal because procedurally the Editor of Debates, who is responsible for the transcripts of debate in the House, will not release any transcript without a request from the Committee on Procedure and Privileges. Furthermore, any transcripts that are released will not be redacted. This issue has many legal and other implications.
