Michael McGrath: My question is on whether there is any discretion in the application of the legislation or whether the situation is absolutely black or white? People often approach us with Revenue issues. Usually I say that there is nothing I can do because everything is laid out in black and white in the Act, Revenue has no discretion and it applies the law.
