Seanad: Protection of the Environment Bill 2003: Second Stage (Resumed). (5 Feb 2003)

David Norris: Will the Minister confirm that we export material?

Seanad: Protection of the Environment Bill 2003: Second Stage (Resumed). (5 Feb 2003)

David Norris: That is shameful. We have to grow up and deal with it. If the local councils will not deal with waste for their own small political reasons, then it is right and appropriate that these powers should be transferred to the manager or to the Minister because, as a country, we have to be good neighbours and be responsible. I greatly regret the collapse of the Irish Glass Bottle Company, partly...

Seanad: Protection of the Environment Bill 2003: Second Stage (Resumed). (5 Feb 2003)

David Norris: I did not realise that. I thank the Minister for that clarification. Such behaviour is absolutely outrageous and should be stopped, as should the pollution caused by shoving dozens of flyers through every letter box. I receive thousands of these, despite the fact that I do not want them.

Seanad: Protection of the Environment Bill 2003: Second Stage (Resumed). (5 Feb 2003)

David Norris: The same is true in this House, where every day I receive two or three copies of enormously bulky, colour-illustrated reports from here, there and everywhere. I do not want the bloody things.

Seanad: Protection of the Environment Bill 2003: Second Stage (Resumed). (5 Feb 2003)

David Norris: I am afraid we all receive such reports, but they should be lodged in the Oireachtas Library with a simple circular sent to Members to say they can consult them there. Why is all this material being wasted?

Seanad: Road Safety: Motion. (5 Feb 2003)

David Norris: Hear, hear.

Seanad: Road Safety: Motion. (5 Feb 2003)

David Norris: Hear, hear.

Seanad: Road Safety: Motion. (5 Feb 2003)

David Norris: Senator Mansergh without interruption, please.

Seanad: Road Safety: Motion. (5 Feb 2003)

David Norris: I compliment my colleagues on tabling this motion, which is an extremely good and useful one. That is clear from the fact that there is unanimity in the House and that no amendment has been tabled and there will not be a vote. Everybody agrees with the motion.

Seanad: Road Safety: Motion. (5 Feb 2003)

David Norris: I accept that and thank the Minister for that very helpful comment, but let us put pressure on them, even if through this debate. Then perhaps the Minister should take the responsibility by means of legislation. If we are to have a national system there will have to be national standards of coherency, otherwise it will be very difficult to have them respected. The same applies to road humps,...

Seanad: Order of Business. (4 Feb 2003)

David Norris: I support Senator Minihan in his request for a debate on planning, particularly in relation to lap-dancing clubs and bars. It is a serious problem which is not at all funny. There is gross exploitation of women. I wonder what kinds of middle-class idiotic judges are handing out these permissions for areas in which they do not live. On O'Connell Street there are supermarkets licensed to sell...

Seanad: Order of Business. (30 Jan 2003)

David Norris: I have to dissociate myself from any attacks on the National Union of Journalists, of which I am, after all, a member. It is unfortunate that these attacks were made when the person specified was not present. I fully support benchmarking and, at least privately, so does every Member of the House. As public representatives, we work very hard. We were seriously underpaid for many years. I am...

Seanad: Order of Business. (30 Jan 2003)

David Norris: Yes, I have two. First, I would like her to arrange a debate today on Iraq. I wish again to formally propose that we take the item – it was No. 13, motion 23, on yesterday's Order Paper – on the question of the Shannon stopover. I do this because there is an added urgency to dealing with the matter. The reason I was not present at the very beginning of business is that I was listening to...

Seanad: Order of Business. (30 Jan 2003)

David Norris: I am moving an amendment that we take item 11, motion 22, first and I am providing the reasons for doing so.

Seanad: Order of Business. (30 Jan 2003)

David Norris: It is particularly important that we have this debate. I am giving the reasons I want to have to be held today. The academic to whom I refer went unchallenged in questioning Irish neutrality—

Seanad: Order of Business. (30 Jan 2003)

David Norris: —and saying that the Government has effectively lied about the state of neutrality in this country.

Seanad: Order of Business. (30 Jan 2003)

David Norris: I beg the Cathaoirleach's pardon, I did not make myself clear. I proceeded to give the reasons the matter should be debated.

Seanad: Order of Business. (30 Jan 2003)

David Norris: The Cathaoirleach may not want the reasons, but I want to supply them.

Seanad: Order of Business. (30 Jan 2003)

David Norris: The second matter is that I want to support colleagues who have spoken about the necessity for a major debate on crime. The question of drunkenness, misbehaviour and violent death arising from alcohol abuse is one I have raised on many occasions in the House. There is a more serious situation at present and I regret very much that it affects a small area of the beautiful and vital city of...

Seanad: Order of Business. (30 Jan 2003)

David Norris: A Chathaoirligh, I understood it was inappropriate to refer continually to somebody not in the House. That was done by Senator Ryan and now by the Leader of the House.
