- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland (Resumed): Bank of Ireland (5 Jul 2018)
Joan Burton: I will finish on this point. According to note No. 63, Bank of Ireland has carried forward €1.1 billion in tax losses. That is a significant advantage to the bank which it claims could last until 2035. In most other jurisdictions a minimum effective rate of taxation would be levied. Does the bank have a view on how the tax losses carried forward are working in its favour?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland (Resumed): Bank of Ireland (5 Jul 2018)
Joan Burton: I do not think the committee discussed it. I was listening to the debate in my office.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland (Resumed): Bank of Ireland (5 Jul 2018)
Joan Burton: I do not think the question on a minimum effective rate was discussed.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Contractual Arrangements for Public Sector Infrastructural Projects: Discussion (5 Jul 2018)
Joan Burton: I offer my commiserations to the witnesses because it sounds like the worst days of the last collapse, which we all hoped nobody would experience again. By way of information, I have raised this issue with the Minister for Education and Skills five times, directly in the Dáil and by way of questions. It is the same with the Minister for Finance and the Taoiseach. I represent Dublin...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Contractual Arrangements for Public Sector Infrastructural Projects: Discussion (5 Jul 2018)
Joan Burton: There may be two or three votes.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Contractual Arrangements for Public Sector Infrastructural Projects: Discussion (5 Jul 2018)
Joan Burton: My first question was about the Wexford school. The Minister for Education and Skills, the Minister for Finance and the Taoiseach have been highly reassuring that the two schools that were almost finished would be ready for occupation by students. The communities have been told this as well. We are told the other projects will be back on track and will be built on time. What barriers, if...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Contractual Arrangements for Public Sector Infrastructural Projects: Discussion (5 Jul 2018)
Joan Burton: I have a follow-up question on that. Can another contractor such as an engineer, architect or other qualified person step in, even though the person who has done the work has been shut out? Is there a process through the Dutch investment whereby other contractors can be brought in?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Contractual Arrangements for Public Sector Infrastructural Projects: Discussion (5 Jul 2018)
Joan Burton: The second question I asked was whether there is any kind of a liaison with the NDFA. What Mr. Miley has been saying is almost that they have been pushed to one side. Is there a mechanism whereby one has a contact structure for the NDFA? Ultimately, the NDFA is the holder, on behalf of the State, of the contract.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Contractual Arrangements for Public Sector Infrastructural Projects: Discussion (5 Jul 2018)
Joan Burton: Finally, the witnesses spoke about exploring the legal option of a judicial review, which, in a similar case to this, many people probably do. Have they had legal advice in the context of what Mr. Miley was saying, that they have a legal status which they could ask the courts in some way or other to enforce to give them fair play?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Contractual Arrangements for Public Sector Infrastructural Projects: Discussion (5 Jul 2018)
Joan Burton: I very much agree with what you said, Chairman. Could I suggest that you might explore two other potential options? We need legal advice from the Oireachtas legal service about the overall structure of the contract, and where, if any, responsibilities down the chain to the subcontractors may lie. The alternative to that is to, for instance, get some advice from the Comptroller and Auditor...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Contractual Arrangements for Public Sector Infrastructural Projects: Discussion (5 Jul 2018)
Joan Burton: It was introduced by Senator Feargal Quinn. It said that they would be paid.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Contractual Arrangements for Public Sector Infrastructural Projects: Discussion (5 Jul 2018)
Joan Burton: I was going to say what was possible for any of the members of the Government involved in this, including the Ministers for Education and Skills and Finance, in particular, and, possibly, even the Taoiseach. This is a significant level of public works and we want the children, parents and teachers in the town get their school. However, we would also like the contractors to be paid. The...
- Written Answers — Department of Justice and Equality: Garda Stations (5 Jul 2018)
Joan Burton: 146. To ask the Tánaiste and Minister for Justice and Equality if his attention has been drawn to the concerns of residents in Rathcoole, County Dublin, regarding the absence of a Garda service from Clondalkin Garda station when the Rathcoole Garda station is closed and the anxiety this is causing residents; the information he will provide to assure residents in Rathcoole that they will...
- Written Answers — Department of Health: Speech and Language Therapy Waiting Lists (5 Jul 2018)
Joan Burton: 231. To ask the Minister for Health the length of time children are waiting for speech therapy and occupational therapy services after assessment for developmental language disorder nationally; the comparable length of time in Dublin 15; and the number of children on such a waiting list nationally and in the Dublin 15 area. [29831/18]
- Written Answers — Department of Children and Youth Affairs: Child Care Costs (5 Jul 2018)
Joan Burton: 331. To ask the Minister for Children and Youth Affairs the average cost of childcare services for preschool children nationally; and the average cost of such services in Dublin city and county. [29832/18]
- Heritage Bill 2016: Report Stage (Resumed) and Final Stage (4 Jul 2018)
Joan Burton: I want to make a brief comment. This morning we had Fine Gael busy losing the run of themselves as the Taoiseach confessed to licking up to Donald Trump when he was in New York at a private meeting. He was displaying his inner strong man. Did I just hear the Minister speak like Queen Victoria? She talked about "my experts". They are the taxpayers' and people of Ireland's experts because...
- Heritage Bill 2016: Report Stage (Resumed) and Final Stage (4 Jul 2018)
Joan Burton: ------so let us not run ahead of ourselves. If they are experts, why not put them out there and allow people to meet them, allow there to be a discussion in which, if they are that expert, I am sure they can explain some of the contradictions between the two sides of the debate and where the truth lies? She is floating off in her best Rathdownish about "my experts" but she needs to give us a...
- Heritage Bill 2016: Report Stage (Resumed) and Final Stage (4 Jul 2018)
Joan Burton: If we could bottle all the conversation here, we could sell it at a profit - perhaps to tourists. I appreciate the difficulties facing people who are farming either on a small or large scale. It is a business but it is very much a heritage issue where people are in many ways custodians of the land that they hope in turn to pass on to their families or somebody else in their community. Many...
- Ceisteanna - Questions (Resumed): National Economic and Social Council (4 Jul 2018)
Joan Burton: The NESC has probably been the body which has commented most on the climate change risks facing Ireland. Has the Taoiseach had an opportunity to study the work it has done on climate change? In particular, has he had a chance to look at the report published last week by the Climate Action Network that ranked Ireland 27th out of 28, second last behind Poland which is a coal producing...
- Ceisteanna - Questions (Resumed): Cabinet Committee Meetings (4 Jul 2018)
Joan Burton: 5. To ask the Taoiseach when Cabinet committee B, social policy and public services, last met. [26520/18]
