- Seanad: Order of Business (22 Feb 2012)
Caít Keane: That is such a serious matter that this House should have it investigated.
- Seanad: Order of Business (22 Feb 2012)
Caít Keane: I wish to raise adoption rights. Such rights in this country lag far behind those of adoptees in England, Scotland and Wales to mention just our nearest neighbours. We are still governed under the 1952 Act, even though an Adoption Act was introduced in 2010 but it did not address rights. In terms of search and reunion, when people seek their birth parents they can only retrieve...
- Seanad: Order of Business (22 Feb 2012)
Caít Keane: I read recently that the Minister said she would prepare the heads of a new Bill, even though legislation was introduced in 2010, that would give rights to people to get their birth certificate when they reach the age of 17 or 18, as they are in England. The Minister, Deputy Fitzgerald has said that she-----
- Seanad: Order of Business (22 Feb 2012)
Caít Keane: I want the Minister to come to the House to tell us what she intends to do, and to ensure the provisions have retrospective as well as future application, safeguarding the rights of parents and children, as has been done in England, Scotland and Wales. Children who were adopted in 1970 are 18 now. The situation is going on for too long and we must deal with it.
- Seanad: Electoral (Amendment)(Political Funding) Bill 2011: Committee Stage (Resumed) (21 Feb 2012)
Caít Keane: I compliment Deputy Catherine Murphy for moving this amendment in the Dáil and I compliment the Minister for accepting it. It shows an openness, especially since it allows for a decrease in moneys to be made available and I welcome this aspect of it. This shows that when amendments are put forward by Opposition Members, they will be accepted when they are reasonable. I thank the Minister...
- Seanad: Electoral (Amendment)(Political Funding) Bill 2011: Committee Stage (Resumed) (21 Feb 2012)
Caít Keane: Like Senator Bacik, as a woman I would like to see 50-50 representation straight away rather than by 2020. However, we must recognise that we must crawl before we walk and cannot run at this all guns blazing. I presume when the legislation was being drawn up cognisance was taken of the recommendation by the 2009 sub-committee on women's participation in politics, which was chaired by...
- Seanad: Electoral (Amendment)(Political Funding) Bill 2011: Committee Stage (Resumed) (21 Feb 2012)
Caít Keane: No, what I am saying is that it would be ideal if we had 50-50 representation.
- Seanad: Electoral (Amendment)(Political Funding) Bill 2011: Committee Stage (Resumed) (21 Feb 2012)
Caít Keane: He never said that.

Caít Keane: Senator Mullen is creating the problem.
- Seanad: Electoral (Amendment)(Political Funding) Bill 2011: Committee Stage (Resumed) (21 Feb 2012)
Caít Keane: There is more to come; there are more out there.
- Seanad: Electoral (Amendment)(Political Funding) Bill 2011: Committee Stage (Resumed) (21 Feb 2012)
Caít Keane: Who says we may get Polish women and Polish men?
- Seanad: Electoral (Amendment)(Political Funding) Bill 2011: Committee Stage (Resumed) (21 Feb 2012)
Caít Keane: On a point of order.
- Seanad: Electoral (Amendment)(Political Funding) Bill 2011: Committee Stage (Resumed) (21 Feb 2012)
Caít Keane: So are many men.
- Seanad: Order of Business (16 Feb 2012)
Caít Keane: Ba mhaith liom ceist a chur ar an Aire Oideachais agus Scileanna mar gheall ar phlean atá aige chun scoil lan-Ghaeilge a thógáil i dtuaisceart Chill Dara. A particular patron has made an application to be patron of a new Gaelscoil in north Kildare. The Department of Education and Skills has sought expressions of interest for patronage of the new school, and An Coiste Bunaithe has twice...
- Seanad: Electoral (Amendment)(Political Funding) Bill 2011: Committee Stage (15 Feb 2012)
Caít Keane: I am of the view that there should be transparency in respect of all funding. As stated previously, such transparency should apply to Independent Senators. The Minister provided the answer in respect of this matter in his earlier contribution when he stated that the Department of Public Expenditure and Reform has responsibility in this area. He indicated that he will discuss the matter...
- Seanad: Electoral (Amendment)(Political Funding) Bill 2011: Committee Stage (15 Feb 2012)
Caít Keane: It is regurgitation.
- Seanad: Electoral (Amendment)(Political Funding) Bill 2011: Committee Stage (15 Feb 2012)
Caít Keane: I agree with the principle but we are discussing the matter at the wrong time, particularly as a different Minister has responsibility in this area. In the interests of efficiency, we should accept what the Minister, Deputy Hogan, stated in this regard and should not ask him to repeat himself. I had hoped to comment on amendment No. 28 but given that we are only discussing amendment No. 14,...
- Seanad: Electoral (Amendment)(Political Funding) Bill 2011: Committee Stage (15 Feb 2012)
Caít Keane: Amendment No. 28 states: "There shall be immediate disclosure of all corporate and personal donations during an election campaign." That cannot be legal because the term "immediate" has not been defined. Does it refer to now, within the next hour or during the next week or the coming month? There would be a need to define the term "immediate" before the amendment could be considered.
