- Joint Oireachtas Committee on Climate Action: Climate Change Advisory Council Annual Review 2019: Discussion (16 Oct 2019)
Eamon Ryan: Perhaps the committee could make a call to the Departments of Finance and Public Expenditure and Reform to inform them that there is a lack of transparency in Government spending.
- Joint Oireachtas Committee on Climate Action: Climate Change Advisory Council Annual Review 2019: Discussion (16 Oct 2019)
Eamon Ryan: I will be very brief. My second question relates to land use. Professor FitzGerald referred to 40 years of agricultural economics. As he stated, it is really difficult for us to change habits. This committee recommended in its report the merits of a national land use plan, not just in respect of farming but also the restoration of peatlands, and the importance of that in respect to flood...
- Joint Oireachtas Committee on Climate Action: Climate Change Advisory Council Annual Review 2019: Discussion (16 Oct 2019)
Eamon Ryan: Did I hear Professor FitzGerald correctly? Is his recommendation that peat plants should be shut in 2020?
- Joint Oireachtas Committee on Climate Action: Climate Change Advisory Council Annual Review 2019: Discussion (16 Oct 2019)
Eamon Ryan: Straight away. What are the most recent figures for our emissions? Are they increasing or decreasing?
- Ceisteanna - Questions: Cabinet Committee Meetings (15 Oct 2019)
Eamon Ryan: 9. To ask the Taoiseach when the Cabinet committee on the environment last met. [38503/19]
- An tOrd Gnó - Order of Business (15 Oct 2019)
Eamon Ryan: Has it come to Cabinet?
- An tOrd Gnó - Order of Business (15 Oct 2019)
Eamon Ryan: Has the Cabinet signed off on the marine spatial planning framework that was due to go before it? It is a critical planning framework that we need to develop offshore renewable energy, protect biodiversity and ensure our coastal arrangements will protect against the ever-increasing threat of extreme weather due to climate change. Could the Government indicate the position regarding the...
- Written Answers — Department of Agriculture, Food and the Marine: Coillte Teoranta (15 Oct 2019)
Eamon Ryan: 94. To ask the Minister for Agriculture, Food and the Marine if he will consider amending the mandate of Coillte to encourage it to provide a wide range of forestry services; and if he will direct Coillte to commence the planting of new forests. [41988/19]
- Joint Oireachtas Committee on Communications, Climate Action and Environment: Gas Networks Ireland's Vision 2050: Discussion (15 Oct 2019)
Eamon Ryan: On that last point, how do we keep exploring for gas in 2050 when all the science says that we already have known reserves sufficient to blow the planet's climate?
- Joint Oireachtas Committee on Communications, Climate Action and Environment: Gas Networks Ireland's Vision 2050: Discussion (15 Oct 2019)
Eamon Ryan: The fundamental difference here is that the climate community says we have to stop exploring for gas everywhere. I do not think that one type of gas is better than another. Any additional gas is a problem in my mind. Mr. Murphy referred to English plans for CCS. I have been hearing about them for almost two decades. He said there was a plan for a demonstration project by the end of the...
- Joint Oireachtas Committee on Communications, Climate Action and Environment: Gas Networks Ireland's Vision 2050: Discussion (15 Oct 2019)
Eamon Ryan: So the first commercial project might be in 2026 or 2027.
- Joint Oireachtas Committee on Communications, Climate Action and Environment: Gas Networks Ireland's Vision 2050: Discussion (15 Oct 2019)
Eamon Ryan: Mr. Murphy said earlier that we would not be making a decision on the Kinsale pipeline for the next few years, but his 2050 vision sees us introducing CCS in 2026 or 2027.
- Joint Oireachtas Committee on Communications, Climate Action and Environment: Gas Networks Ireland's Vision 2050: Discussion (15 Oct 2019)
Eamon Ryan: I presumed we would have a new combined-cycle gas plant in Cork with a carbon capture and storage, CCS, bolt-on facility. One has the pipeline structure there and one would run it straight out to Kinsale. Would that not be much cheaper than shipping it to Norway?
- Joint Oireachtas Committee on Communications, Climate Action and Environment: Gas Networks Ireland's Vision 2050: Discussion (15 Oct 2019)
Eamon Ryan: If it is stored in Norway, to which country does the carbon credit attach?
- Joint Oireachtas Committee on Communications, Climate Action and Environment: Gas Networks Ireland's Vision 2050: Discussion (15 Oct 2019)
Eamon Ryan: Is the Cork pipeline made of steel?
- Joint Oireachtas Committee on Communications, Climate Action and Environment: Gas Networks Ireland's Vision 2050: Discussion (15 Oct 2019)
Eamon Ryan: Mr. Murphy said it might be available for a certain number of years. It is 40 years old already. Do we have an estimate as to how long steel pipeline lasts?
- Joint Oireachtas Committee on Communications, Climate Action and Environment: Gas Networks Ireland's Vision 2050: Discussion (15 Oct 2019)
Eamon Ryan: I am not opposed to CCS in principle, and I am not trying to catch the witness out. I would just like to know the details. If the pipeline lasts another 20 years, we will not be using it for ten years at least, from what I have heard here. That would give it a ten-year lifespan. A power plant has a 30 year to 40 year lifespan.
- Joint Oireachtas Committee on Communications, Climate Action and Environment: Gas Networks Ireland's Vision 2050: Discussion (15 Oct 2019)
Eamon Ryan: It is owned by Petronas.
- Joint Oireachtas Committee on Communications, Climate Action and Environment: Gas Networks Ireland's Vision 2050: Discussion (15 Oct 2019)
Eamon Ryan: We would have to pay it.
- Joint Oireachtas Committee on Communications, Climate Action and Environment: Gas Networks Ireland's Vision 2050: Discussion (15 Oct 2019)
Eamon Ryan: One of the concerns we have - I believe I have heard other Deputies say it - is that we seem to be holding back on the hydrogen. I suppose a gas networks company is used to using natural gas. The witness made a point that one would need large volumes of wind, which we already have. We are planning to have 70% renewables, which will be largely made up of wind, by 2030. I think the...
