Charles Flanagan: Thank the Whip.
- Order of Business (17 Jun 2008)
Charles Flanagan: In deference to the Taoiseach's position and to his colleague, the Government Whip, it is perhaps unprecedented that the matter be sent from here for consideration by the Joint Committee on Justice, Equality, Defence and Women's Rights, with much the same powers as would be vested in a planning authority. There is a difficulty regarding the time, in so far as the joint committee has risen...
- Order of Business (17 Jun 2008)
Charles Flanagan: It is true. I would ask the Minister to allow for a further hour for questions tonight on the matter. It is wholly unsatisfactory to move from committee to plenary session on such an important issue within 55 minutes and this is the difficulty. I am not casting any aspersions on the office of the Government Whip but I would ask, in the circumstances and with a view towards reaching a form...

- Order of Business (5 Jun 2008)
Charles Flanagan: On the proposal to deal with Thornton Hall, as mentioned by the Tánaiste when she spoke of consternation, one of the reasons the issue is not being dealt with today is the fact that it was given detailed consideration all day yesterday in the justice committee. The outcome of thatââ
- Order of Business (5 Jun 2008)
Charles Flanagan: Everybody at the committee meeting spoke against the Thornton Hall development. The Green Party is on record as opposing it and Deputy Finian McGrath, with whom the Government has signed a sweetheart deal, is also now against it. We are aware that Fianna Fáil backbenchers oppose it.
- Order of Business (5 Jun 2008)
Charles Flanagan: Why is this matter on the Order Paper? Who supports it?
- Order of Business (5 Jun 2008)
Charles Flanagan: Who is for it? Everybody in the committee spoke against it and that is why it is not on the Order Paper today. Is the Government in favour of the Thornton Hall project? All the Fianna Fáil backbenchers are against it.
- Order of Business (5 Jun 2008)
Charles Flanagan: I join the Tánaiste in hoping for a "Yes" vote next week. I note her boss, the Taoiseach, and some of his colleagues were canvassing at the races in Kilbeggan last week. I wonder if he had any insider knowledge by way of tips from the former Taoiseach as to likely runners and winners. On promised legislation, No. 14 on the pink sheet, the prison development approval confirmation Bill,...

Charles Flanagan: Is the Bill proceeding?
- Order of Business (5 Jun 2008)
Charles Flanagan: Is it Government policy?
- Schools Building Projects. (4 Jun 2008)
Charles Flanagan: I thank the Minister for being here in person to deal with this matter, on which I hope we will see progress. This is a long outstanding problem which in recent times has descended into a farce. The situation with regard to primary school accommodation in Portlaoise is now a fiasco. It is likely that 80 to 100 pupils will have no school place in September. The Government still has not...

Charles Flanagan: I propose to share time with my colleague, Deputy Durkan. I speak as an ordinary Member of the House flanked by two eminent chairmen of august committees, Deputy John Perry of the Joint Committee on European Scrutiny and Deputy Bernard Durkan of the Joint Committee on European Affairs. My comments will be brief.
