They were institutions where the State had an inspection role and, therefore, had responsibilities. No institution is on that list and part of the legal redress if the State did not have an inspection role.

Mary Harney: A social welfare Bill will be published to implement the budget changes. The Minister for Social and Family Affairs and the Minister for Finance will announce a major package for social welfare in the budget. Concerning fuel, we extended the period covered by the allowance rather than increasing the allowance.
