Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Taxation Agreements: Motions (3 Oct 2017)

Michael D'Arcy: Yes.

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Taxation Agreements: Motions (3 Oct 2017)

Michael D'Arcy: It is very difficult for us to reach an arrangement with a State and it is very difficult for us to know and understand how an agreement is used. As I have pointed out, an improvement in trade gives people an opportunity to improve their standard of living. When one improves the standard of living one certainly hopes and expects there will be more economic freedom. Countries that remain...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Taxation Agreements: Motions (3 Oct 2017)

Michael D'Arcy: I do not think that matter enters the conversation in terms of the arrangement to have a taxation agreement. As trade improves and increases, one would have an opportunity to have some influence. If there is a low level of trade or interaction, one would have none.

Seanad: Financial Services and Pensions Ombudsman Bill 2017: Committee and Remaining Stages (20 Jul 2017)

Michael D'Arcy: I thank all of the Senators who were helpful and facilitating, and also a word of thanks to the staff within the Department of Finance. They put a huge amount of work into this legislation.

Seanad: Asian Infrastructure Investment Bank Bill 2017: Committee and Remaining Stages (20 Jul 2017)

Michael D'Arcy: I thank the Chairman, or the Leas-Chathaoirleach to give him his correct title.

Seanad: Asian Infrastructure Investment Bank Bill 2017: Committee and Remaining Stages (20 Jul 2017)

Michael D'Arcy: Unfortunately, I cannot accept this amendment. I do not consider its inclusion in legislation appropriate or necessary. I certainly agree that the issues raised by Senator O'Sullivan are clearly relevant to the operation of the bank and Ireland's involvement as a member should the Bill be passed. The State will be guided by established Government policy when acting as a member of the bank,...

Seanad: Asian Infrastructure Investment Bank Bill 2017: Committee and Remaining Stages (20 Jul 2017)

Michael D'Arcy: No. The AIIB is not controlled by a central bank, just as the ECB does not have control over AIB.

Seanad: Asian Infrastructure Investment Bank Bill 2017: Committee and Remaining Stages (20 Jul 2017)

Michael D'Arcy: Like many other banks of its type, it does not come under that standard type of regulation. The Irish Minister for Finance is a governor of the bank in line with other jurisdictions and other multilateral development banks of its type.

Seanad: Asian Infrastructure Investment Bank Bill 2017: Committee and Remaining Stages (20 Jul 2017)

Michael D'Arcy: I thank everyone involved in the legislation and thank the Senators for their amendment. It is good to discuss these matters and kick them about. I thank the staff within the Department and everyone else involved.

Seanad: Commencement Matters: Housing Policy (18 Jul 2017)

Michael D'Arcy: I assure the Senator that everything from the Peter McVerry Trust is taken seriously with regard to addressing homelessness and housing. The Minister for Housing, Planning, Community and Local Government, Deputy Eoghan Murphy, is very much in agreement that tackling the issue of vacant housing, derelict sites and under-utilised spaces, as advocated by the trust, is a key part of the...

Seanad: Commencement Matters: Housing Policy (18 Jul 2017)

Michael D'Arcy: I do not know if that Department is aware of it, but I will find out. I assume that it is. The Senator said that people need to act imaginatively, which is a good term. I know the Minister, Deputy Eoghan Murphy, well and I believe the Senator knows him well too. The Minister is one of the people whom I believe will act imaginatively to ensure that whatever must be done will be done. I...

Seanad: Commencement Matters: Insurance Costs (18 Jul 2017)

Michael D'Arcy: I thank Senator Lombard for raising the matter and for his good wishes. It is always nice when a good friend offers wishes of that nature and we are good friends. It should be noted that the Minister for Finance is responsible for the development of the legal framework governing financial regulation. Neither he nor the Central Bank of Ireland can interfere in the provision or pricing of...

Seanad: Commencement Matters: Insurance Costs (18 Jul 2017)

Michael D'Arcy: To clarify, the motor insurance report contained 71 recommendations. We are on target to fulfil 45 recommendations before the end of this calendar year. The hope and expectation is that all 71 recommendations will be concluded before the end of 2018. What we learn from the implementation of the report we will use in the area of personal injury in terms of employer liability and public...

Seanad: Financial Services and Pensions Ombudsman Bill 2017: Second Stage (18 Jul 2017)

Michael D'Arcy: We have been through a lot of this already and have improved the legislation significantly. The add-on is the merging of the two offices. In light of how far we have come I hope and anticipate that the co-operation there has been will continue. This Bill aims to improve the position of consumers of financial services and pensions services in a number of respects. It does so by first...
