Tim Lombard: Is Mr. Parlon happy with the current number of apprenticeships in the system?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Forestry Sector and Climate Action Plan: Discussion (9 Jul 2019)
Tim Lombard: I will be very brief, as I realise the evening is moving on. My question to the Minister is about ethos, where the forestry programme is going and tying in all sections of the agriculture industry. In his presentation he mentioned the event at Moorepark last week, which some 10,000 people attended. It was a massive event, attended by dairy farmers from every part of the country. It...

Tim Lombard: Can I ask the Minister-----
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Forestry Sector and Climate Action Plan: Discussion (9 Jul 2019)
Tim Lombard: How is the Minister of State going to change the ethos of beef and dairy farmers, in particular, to get them into the system and idea of having a percentage of the holding used in this way and what does the Minister of State deem to be a percentage of a holding that a beef or dairy farmer should be looking at? The ethos of a dairy and beef farmer and how they look at forestry, mentally more...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Alleged Issue of Abuse of Greyhounds: Bord na gCon (9 Jul 2019)
Tim Lombard: My two colleagues have made lengthy presentations on the RTÉ "Prime Time" programme broadcast on 26 June. It was a significant broadcast which shed light on the unfortunate procedures shown to occur in the industry. Some of the procedures went back years and were without a shadow of a doubt unfortunate. We had hoped the industry had moved away from financial issues and into a new era....
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Alleged Issue of Abuse of Greyhounds: Irish Coursing Club (9 Jul 2019)
Tim Lombard: I will be brief as it is very late. We have had two presentations, one from the ICC, which give some clarity on the programme. Traceability came up again, and it was probably the key issue discussed in both presentations, and the matter of how we can put in place a platform that would work with traceability from birth until the dog is put to sleep. That will probably be the key issue for...
- Seanad: Climate Action Plan: Statements (4 Jul 2019)
Tim Lombard: I welcome the Minister. This is a very important debate in regard to the climate action plan and where we are going in this very important space. The Minister is correct that this is a debate of our generation in order to ensure we have a planet to hand on to the next generation, which is a great responsibility on everybody who attends the debate today. I am somewhat disappointed that only...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Garda Stations (3 Jul 2019)
Tim Lombard: It is like the three wise men.
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Garda Stations (3 Jul 2019)
Tim Lombard: I am looking for an update regarding the re-opening of Ballinspittle Garda station. It was to be opened under the Garda station reopening pilot scheme announced in February 2017. It is an important and unique location. The 2016 census showed it has one of the largest catchment areas for a rural Garda station. This must be taken into consideration with the significant influx of tourists...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Garda Stations (3 Jul 2019)
Tim Lombard: Reassuring the community that this Garda station will reopen is very important. The main bones of the question have been dealt with. It is expected that the tender documents will be back by August, with the works to be completed by the end of the year. That is very important, but, unfortunately, the rumour brigade has been in full swing in that part of the world. This information will...
- Seanad: An tOrd Gnó - Order of Business (3 Jul 2019)
Tim Lombard: I rise this morning to discuss the issue of rent pressure zones and the recent changes made and not made by the Residential Tenancies Board. There is a need to debate with the Minister for Housing, Planning and Local Government where we are going with rent pressure zones and how effective they have been in some areas. The Leader will have a great interest in what I am going to say about the...
- Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (3 Jul 2019)
Tim Lombard: I thank the Department for its presentation. It has been informative this afternoon. My colleague, Senator Joe O'Reilly, made a comment about rural Ireland. The Senator was rebuking the view of another colleague of my mine regarding a view on the sparse population. It brought into question why we are doing all of this. The Secretary General made a statement on what this means to rural...
- Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (3 Jul 2019)
Tim Lombard: I have a question about the universal service obligation, USO, proposal about which we have spoken in detail today. Eir has been mentioned several times in that space today. Is Eir happy with the current USO model that is worked on the copper line or are there any proposals to change that?
- Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (3 Jul 2019)
Tim Lombard: The witnesses have gone over some of the red line issues. One of them I heard mentioned concerned the bond, security or fixed amount of money pertaining to the bill. There has been an awful lot of talk and speculation about the €220 million that was going to be put up front by the preferred bidder. Was Eir happy to engage in that process and put up that sum of money or another sum...
- Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (3 Jul 2019)
Tim Lombard: There are issues regarding the clawback in the contract. What was the proposed clawback with regard to underperformance? Was Eir happy with that clawback?
- Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (3 Jul 2019)
Tim Lombard: Is the €10 million the special purpose vehicle?
- Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (3 Jul 2019)
Tim Lombard: Where does that fit in?
- Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (3 Jul 2019)
Tim Lombard: Throughout this debate, we have heard a great deal about the 300,000 people who have been moved over the past few years. I hope I am not wronging anyone in saying there has been conflicting evidence given here by Eir and ESB regarding the 300,000 and how this affected the process itself. Was the 300,000 the game-changer regarding the actual process?
- Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (3 Jul 2019)
Tim Lombard: Eir said it had no impact on the process or the tender.
- Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (3 Jul 2019)
Tim Lombard: What will be the position on tendering if, God forbid, we are to proceed to re-tendering? There was testimony from Department's advisers very early on to the effect that it could take from three to five years to work through the entire process again. If, tomorrow morning, we were to start the process again, how long would it take us?
