Information is given to local authorities at the very last minute when they are trying to finalise budgets for central funding. Is there a mechanism to do that at an earlier stage rather than at the last minute, which has been the protocol in recent years?

They do not know the proportion of this money or how much they are going to have to self-finance. Is there an early mechanism that could come into play?
