Topical Issue Debate: School Accommodation (29 Jun 2017)

John Paul Phelan: 7 o’clock The Minister, Deputy Bruton, sends his apologies that he cannot be present for this discussion. I am happy to replace him because this is a subject close to my heart. A few members of my extended family are in similar schools in County Kilkenny. The Minister thanks the Deputy for raising this matter as it provides an opportunity to outline the current position of...

Topical Issue Debate: School Accommodation (29 Jun 2017)

John Paul Phelan: I thank the Deputy. She obviously feels passionately about the issue. I have been a Member of the Oireachtas for 15 years. The answer to this Topical Issue matter is positive news in the sense that the revised submission was received by the Department on 28 June. At a previous stage, it took six weeks for the request to be made. I am told the average time is between ten and 12 weeks so...

There is not legislation. Ultimately, it is the...

Topical Issue Debate: Rent Controls (21 Jun 2017)

John Paul Phelan: With regard to my area, the Deputy gave a very interesting statistic. He referred to there being 2,800 vacant buildings in County Meath. While I am in this position, it is my intention to consider how we can get those vacant properties back into the housing market. I have a particular, designated role in that regard. The Deputy referred to legislation. It is clear. The Minister must...

Topical Issue Debate: Rent Controls (21 Jun 2017)

John Paul Phelan: First, I beg the indulgence of the House as I have not read a script in 15 years, so if I get lost I will try to correct myself. The way in which an area is designated as a rent pressure zone is set out in the Planning and Development (Housing) and Residential Tenancies Act 2016. The 2016 Act amends the Residential Tenancies Act 2004 to provide that the Housing Agency, in consultation...
