Seanad: Gaming and Lotteries (Amendment) Bill 2019: Report and Final Stages (11 Jun 2019)

Michael McDowell: Senator Clifford-Lee's amendment, in subsection (4), defines "lottery gain" as having the meaning given to the term under the National Lottery Act 2013. That is not confined to national lottery gains. It is a generic description of what amounts to a lottery gain and it does not have to be run by the national lottery. In fairness to the Senator, her amendment would cover non-national lotteries.

Seanad: Gaming and Lotteries (Amendment) Bill 2019: Report and Final Stages (11 Jun 2019)

Michael McDowell: The Minister of State has indicated that in the proposed new legislation on gambling regulation the Government intends to remove from local authorities any function in respect of whether gaming machines operate in their jurisdiction. I believe that is a valuable power for local government to have. I would be against excluding local authority members having a veto over gaming machines in...

Joint Oireachtas Committee on Communications, Climate Action and Environment: Financial Implications of the Petroleum and Other Minerals (Amendment) (Climate Emergency Measures) Bill 2018: Discussion (11 Jun 2019)

Michael McDowell: I want to make a couple of things plain. I opposed the Deputy's Bill and remain totally opposed to it for a number of reasons which I want to put on the record and I do not believe that in doing so that I am insulting the environmental movement, the children's initiative or anything of that kind. I think I am looking after those children and their interests in the long term. The simple...

Joint Oireachtas Committee on Communications, Climate Action and Environment: Financial Implications of the Petroleum and Other Minerals (Amendment) (Climate Emergency Measures) Bill 2018: Discussion (11 Jun 2019)

Michael McDowell: There is shale oil and so on. I presume the Deputy wants it to be brought here in liquefied petroleum gas containers.

Seanad: An tOrd Gnó - Order of Business (30 May 2019)

Michael McDowell: I want to put on the record my preliminary observations on the plan by the Office of Public Works, OPW, to carry out major work in the Phoenix Park. The OPW does tremendous work and I have huge admiration for it. It has done a great job in conserving the Phoenix Park and making sure it has not degraded. I have no problem with the building of a bridge over to the Islandbridge war memorial,...

Seanad: An tOrd Gnó - Order of Business (30 May 2019)

Michael McDowell: Part of the character of the Phoenix Park is that a lot of the land is unused or underused, creating its own attractions. There are places where deer can go, far away from funicular railways and such things.

Seanad: An tOrd Gnó - Order of Business (30 May 2019)

Michael McDowell: The zoo has not sprawled all over the park but has expanded into lands beside Áras an Uachtaráin. The magazine fort, which I walked around on one occasion when it was carelessly left open, is decaying completely in front of our eyes but it could be a military museum or something like that. Allowing it to degrade any further would be a big mistake. As somebody who loves the Phoenix...

Seanad: An tOrd Gnó - Order of Business (28 May 2019)

Michael McDowell: Sorry, the local elections. I particularly mention the candidates who are assisting our group of ten Senators, two of whom were elected, Geraldine Donohue and James Geoghegan, and one of whom, my own Samantha Long, was not. I acknowledge their courage in standing and thank them for all they do to keep this House functioning so well. It is great to see people who participate in the affairs...

Michael McDowell: Exactly, for the Protestants.

Seanad: An tOrd Gnó - Order of Business (28 May 2019)

Michael McDowell: I am endeavouring to come to a conclusion. I believe we need to extend a hand of real friendship and understanding to those people in Northern Ireland who are attempting to create a middle ground. We need to focus our political attention and efforts to supporting them. They are the people who, in the end, will bring about the reconciliation in Northern Ireland which is the fundamental...
