Written Answers — Grant Payments: Grant Payments (1 Mar 2005)

Jerry Cowley: Question 295: To ask the Minister for Agriculture and Food the reason a person (details supplied) in County Mayo, not only had an animal rejected from the special beef premium application, but also had a reduction penalty applied to the total number of eligible animals applied for on all of the schemes during the year; her views on whether this is arbitrary and unfair; and if she will make a...

Written Answers — Special Educational Needs: Special Educational Needs (1 Mar 2005)

Jerry Cowley: Question 347: To ask the Minister for Education and Science if her Department will implement the proposed changes in the provision of special needs education in mainstream primary schools in September 2005; the reason children who have been identified as having mild general learning difficulties will no longer be entitled to access resource teaching; the reason children who have been...

Live Register. (24 Feb 2005)

Jerry Cowley: I thank the Minister for his detailed reply. County Mayo is the most socio-economically deprived area in the country. The Minister quoted figures in regard to the west but the latest statistics indicate that the western and northern regions of Mayo are in terminal decline, having lost thousands of their population.

Live Register. (24 Feb 2005)

Jerry Cowley: Hundreds of jobs have recently been lost in Hennigans, Allergan and the Bellacorrick peat-burning station. If one considers the losses at Bellacorrick, approximately 1,000 jobs have been lost in the area in the past five years. By contrast, three new power stations are being developed in the midlands while the Bellacorrick facility is closing with the loss of more than 200 jobs. A recent...

Live Register. (24 Feb 2005)

Jerry Cowley: My question relates to north County Mayo.

Live Register. (24 Feb 2005)

Jerry Cowley: The loss of 1,000 jobs, including those at Bellacorrick, in five years is significant. Will the Minister give his support to the peat-burning station in Bellacorrick? The peat supplies available will provide more than 200 jobs for 15 years. This would be a wonderful development for the area, which will replace what has been taken away. The Minister's support in this regard is extremely important.

Road Safety. (24 Feb 2005)

Jerry Cowley: I am grateful to have the opportunity to discuss this important matter on the Adjournment. All Deputies are aware of Ireland's horrific number of road deaths, which take place on a daily basis. This country's road accident figures are high by European standards. The annual number of road fatalities is unacceptably high. We need to ensure that the number decreases. We have been cautioned to...

Road Safety. (24 Feb 2005)

Jerry Cowley: I thank the Minister of State.

Live Register. (24 Feb 2005)

Jerry Cowley: Question 5: To ask the Minister for Enterprise, Trade and Employment the steps he is taking to address the notorious unemployment problem in County Mayo, particularly north Mayo; if his attention has been drawn to the hardship caused by the loss of jobs at companies (details supplied); the steps he has taken or intends to take to provide replacement jobs in the region; if, in view of this...

Dormant Accounts (Amendment) Bill 2004 [Seanad]: Second Stage (Resumed). (24 Feb 2005)

Jerry Cowley: I am pleased to speak on the Dormant Accounts (Amendment) Bill 2004. The Bill seeks to provide for the disbursement of these funds in a more focused and effective way for the purposes of tackling disadvantage. I sincerely hope it will do so. The idea of raising money from dormant accounts resulted from the Committee of Public Accounts inquiry into deposit interest retention tax. Everyone was...

Requests to move Adjournment of Dáil under Standing Order 31. (24 Feb 2005)

Jerry Cowley: I seek the adjournment of the Dáil under Standing Order 31 to debate a matter of major national importance, namely, that the Government save 200 women from dying from breast cancer by making the national treatment purchase fund available to provide a temporary breast screening service to women living in the south and west of Ireland pending the full national roll-out of BreastCheck, which it...

Special Educational Needs: Motion (Resumed). (23 Feb 2005)

Jerry Cowley: I refer to schools with leaking roofs, damp classrooms, poor sanitation, rotting doors and windows, inadequate toilet facilities and no access to drinking water. I am not referring to India or Africa but Ireland. A recent survey indicated that 80% of schools in the west do not have basic physical education facilities. Expenditure on education lags far behind the rest of Europe, with a recent...

Criminal Justice (Terrorist Offences) Bill 2002: From the Seanad. (23 Feb 2005)

Jerry Cowley: Will the Deputy stick to the amendment?

Requests to move Adjournment of Dáil under Standing Order 31. (23 Feb 2005)

Jerry Cowley: I seek the adjournment of the Dáil under Standing Order 31 to discuss a matter of major national importance, namely, the unrecognised part which road conditions play in the causation of serious and fatal road traffic accidents and the need for a nationwide study to audit where dangerous road conditions exist and have caused and continue to cause fatal road traffic accidents.

Written Answers — Health Services: Health Services (17 Feb 2005)

Jerry Cowley: Question 40: To ask the Tánaiste and Minister for Health and Children her views on whether it is fair that sick and special needs groups, elderly persons in disadvantaged areas and especially those living alone, should be obliged to pay for their transport to attend outpatient services, from County Mayo to Galway city; her further views on whether this is creating considerable hardship,...

Social Welfare and Pensions Bill 2005: Second Stage (Resumed). (17 Feb 2005)

Jerry Cowley: I am glad to speak on this Bill, which is a little like a curate's egg, having both good and bad parts. There are many good things in it. The changes to the carer's allowance and carer's benefit are very welcome. The removal of the situation where a person is caring for two people but cannot receive the grant in respect of both care recipients is also extremely welcome. There are many good...

Offshore Exploration. (16 Feb 2005)

Jerry Cowley: I am grateful for the opportunity to raise this important matter on the Adjournment. I received representation from constituents in the Rossport area who are concerned about the onshore pipe bringing the gas from the Atlantic Ocean to a terminal which has yet to be constructed. These people are concerned about their health and safety. On their behalf, I am demanding more answers from...

Health (Amendment) (No. 2) Bill 2004: Statements. (16 Feb 2005)

Jerry Cowley: The referral of the Bill to the Supreme Court by President McAleese proves the value of an independent Presidency. She acted independently despite the embarrassment of the Government which it was obvious would result. It is certainly obvious in the Chamber this evening. The President has done well by referring the Bill to the court and the result will give all of us a renewed confidence in...

Social Welfare and Pensions Bill 2005: Second Stage. (16 Feb 2005)
