Mark Ward: I am surprised to see there remains a reference to a "deleterious effect on the unborn" in the Bill at this stage. The Minister said he has had consultations with the Department of Health on that issue. The phrase is still in the legislation. What difference is there between what I am trying to do with my amendment and what the Minister will bring forward?

Mark Ward: The Minister mentioned time. We are amending the 2015 Act and, therefore, we have had seven years to make sure that everybody was included in this and that nobody was left behind. There was plenty of time for that in the past seven years. I will get into a debate about the timelines in this legislation and how it seems to be rushed when we are discussing a later amendment.
