Brian Stanley: There were specific targets that were to be passed. The figures supplied indicate that less than one third of what passed is actually connected.

Brian Stanley: On the face of it, it would seem to indicate that a lot of people in the intervention areas were happy with the service that they had and are staying with it. I cannot remember the exact figures from earlier on for the percentage uptake for the first and second years of the scheme but it certainly was not any better than that.
