Tom Hayes: I thank the three witnesses for their good presentations. The penalty points system is a success story. The basis of all of the presentations was that it can be improved. There has been a change in the behaviour of drivers and the attitudes of people on the roads as a result of the introduction of the penalty points system. We should build on this success story.
