Michael Healy-Rae: I welcome the Minister and his officials. I believe the Minister dropped the ball a number of weeks ago. Many Members were calling in the Dáil for action to be taken earlier several weeks ago. While I welcome wholeheartedly what has been put in place, it should have been happening a number of weeks ago.

Michael Healy-Rae: There is the practical problem of farmers feeding their animals every day. There is another problem which has not been spoken about at the committee - the psychological pressure farmers are under. One action the Minister can take today is to instruct that all farm and forestry inspections temporarily cease until such time as the crisis is over. I am not suggesting farmers would do anything...

Nobody can accuse the Minister or his predecessors of rushing this legislation as it has been approximately 13 years in the making. The Bill is 1,300 pages long and costs €109. Nobody could say it was rushed or put together in a hurry. I have received representations from accountants who have concerns about this...
