Water Services Bill 2013 [Seanad]: Second Stage (Resumed) (14 Feb 2013)

Robert Dowds: Am I correct in thinking that Uisce Éireann will be a semi-State body? That is my understanding of what it will be, but that does not appear to have been understood in some places. Given our growing population and our need for huge quantities of water in both agriculture and industry, it is vital that we secure our water requirements for the future. The Dublin area, for example, is...

Joint Oireachtas Committee on Health and Children: Tackling Obesity: Discussion with Operation Transformation (14 Feb 2013)

Robert Dowds: There is a trend from active play towards sedentary play among children. I have noticed that during my career in teaching. There is an inclination to drift in that direction and that has a bearing on the debate.

Joint Oireachtas Committee on Health and Children: Tackling Obesity: Discussion with Operation Transformation (14 Feb 2013)

Robert Dowds: I thank the witnesses for coming in and I applaud their courage in putting themselves forward for the "Operation Transformation" programme. How many calories should each of us take in per day? There is a message in what witnesses say in respect of listing calories. I suggest the committee write to the Dáil restaurant suggesting it lists the number of calories in the items on offer in...

Written Answers — Department of Social Protection: Traveller Community (14 Feb 2013)

Robert Dowds: To ask the Minister for Social Protection if she will provide an update on funding for the Clondalkin Travellers' Development Group bicycle repair shed project, which was expected to have been delivered late last year; if this funding will still be provided, and if so, the date of same; and if it will not be provided, at what stage was it cancelled and the communication there was between her...

Promissory Notes Arrangement: Motion (Resumed) (13 Feb 2013)

Robert Dowds: It should be recognised that the promissory note and what went before it represent one of the greatest injustices perpetrated on the people. It is rather sad that this injustice was perpetrated when our own Government was in charge. It was not perpetrated by some coloniser from elsewhere. I hope the Minister for Public Expenditure and Reform, Deputy Howlin, will forgive me for saying...

Order of Business (13 Feb 2013)

Robert Dowds: I realise the Government has a huge legislative programme but I urge the Taoiseach to prioritise, to the greatest extent possible, the noise nuisance Bill, particularly in light of the serious degree of anti-social behaviour which some communities continue to suffer.

Written Answers — Department of Justice and Equality: Child Custody and Access (13 Feb 2013)

Robert Dowds: To ask the Minister for Justice and Equality if he will outline current legislation regarding the right of unmarried fathers to have access to their children; and the changes expected to this in view of the recent Children's referendum. [7615/13]

Robert Dowds: It is not Frankfurt's way any more, is it?

Leaders' Questions (7 Feb 2013)

Robert Dowds: Would Deputy Adams not be big-hearted for once and acknowledge all the work done over the past two years?

Public Accounts Committee: 2011 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 32 - Department of Transport, Tourism and Sport
Chapter 6 - Financial Commitments Under Public Private Partnerships
Chapter 26 - Collection of Motor Taxation
Financial Statements 2011 - National Roads Authority
(7 Feb 2013)

Robert Dowds: With reference to the case mentioned, every fortnight an additional threatening letter was sent, irrespective of the fact that the person concerned was trying to deal with the issue, and the charges kept mounting up. It seemed as if it was being done automatically without intervention.

Chapter 6 - Financial Commitments Under Public Private Partnerships
Chapter 26 - Collection of Motor Taxation
Financial Statements 2011 - National Roads Authority
(7 Feb 2013)

Robert Dowds: I am heartened by Mr. O'Mahony's answer. At least his heart is in the right place, as I see it.

Chapter 6 - Financial Commitments Under Public Private Partnerships
Chapter 26 - Collection of Motor Taxation

(7 Feb 2013)

Robert Dowds: Bureaucrats often have a huge influence on what actually happens. I would like to mention two other road projects. I assume the development of a link between Kennelsfort Road and the N4 is pretty far down the line because of the lack of resources.

Vote 32 - Department of Transport, Tourism and Sport
Chapter 6 - Financial Commitments Under Public Private Partnerships
Chapter 26 - Collection of Motor Taxation
Financial Statements 2011 - National Roads Authority
(7 Feb 2013)

Robert Dowds: I know. It is one of the few that could be justified if resources were available. I would also like to ask about the West Link toll on the M50. I understand from one of Mr. Barry's earlier replies that all of the profits from the toll go back to the State through the NRA.

Vote 32 - Department of Transport, Tourism and Sport
Chapter 6 - Financial Commitments Under Public Private Partnerships
Chapter 26 - Collection of Motor Taxation
Financial Statements 2011 - National Roads Authority
(7 Feb 2013)

Robert Dowds: Obviously, it is quite an effective cash cow. Could Mr. Barry remind me of how much it brings in? Am I right in assuming eFlow is a subsidiary of the NRA?
