Bobby Aylward: What the owners wanted, if they could have got it, was that when they registered the foal that the levy would have to be paid. I know it is to suit them but they do not get their fees until perhaps two years later. They want the system to be changed so that a foal could only be registered when the levy was paid and that way they could get their money and the foal could be registered.
