Michael McDowell: Senator Clifford-Lee's amendment, in subsection (4), defines "lottery gain" as having the meaning given to the term under the National Lottery Act 2013. That is not confined to national lottery gains. It is a generic description of what amounts to a lottery gain and it does not have to be run by the national lottery. In fairness to the Senator, her amendment would cover non-national lotteries.
