Guerin Report: Statements (15 May 2014)

Niall Collins: I welcome the opportunity to speak on this important topic, which flows from the Guerin report and which has dominated the political agenda for a long time, both inside and outside of the House. At the outset, I publicly and formally wish the new Minister, Deputy Frances Fitzgerald, all the best in her new role. Hers is an onerous task. It is one of the most daunting challenges facing any...

Written Answers — Department of Justice and Equality: Proposed Legislation (14 May 2014)

Niall Collins: 149. To ask the Minister for Justice and Equality when the heads of the long awaited immigration, residence and protection Bill will be published; and if she will make a statement on the matter. [21670/14]

Water Charges: Motion [Private Members] (6 May 2014)

Niall Collins: ...240 mentioned is, unfortunately, an average of what consumers will pay. We do not know the maximum or minimum payment or the amount of water to be provided free of charge. Can the Minister tell us how long 30,000 free litres will last on average? Also, as mentioned by Deputy Michael McGrath, what will be the free entitlement of a household in which there are a number of children over 18...

Death of Former Member: Expressions of Sympathy (6 May 2014)

Niall Collins: ...for Limerick to put to bed the bogey of 1973 - Limerick has not won an all-Ireland hurling championship since - something we all share. I was proud to have known Peadar Clohessy. Although his long and distinguished career never overlapped with mine, I express my thanks and appreciation to him for his often sound advice and encouragement from which I benefited. Outside the Chamber we...

Commission of Investigation (Certain Matters relative to An Garda Síochána and other persons) Order 2014: Motion (15 Apr 2014)

Niall Collins: ...and serving Sergeant Maurice McCabe. We debated this many times in the Dáil. It was quite unseemly that we received an apology from the Minister for Justice and Equality only weeks later. It should not have taken so long. The public was very disappointed by the Government's dismissive attitude displayed towards the whistleblowers and decent public servants. Consider the message...

Joint Oireachtas Committee on Justice, Defence and Equality: General Scheme of Children and Family Relationships Bill 2014: Discussion (9 Apr 2014)

Niall Collins: Typically, how long is it, in Dr. Wingfield's experience?

Confidence in the Minister for Justice and Equality; and Defence: Motion (Resumed) [Private Members] (2 Apr 2014)

Niall Collins: ...crudely reminded the public, in respect of election promises, that it is what one does at election time and the promises are there to be broken. However, the public will be waiting in the long grass for the Government in that regard. We were also treated to a good helping of the Government's dismissive attitude to this Parliament and opposition Deputies. That dismissive attitude...

Confidence in the Minister for Justice and Equality; and Defence: Motion [Private Members] (1 Apr 2014)

Niall Collins: ..., in this instance for tabling a motion of no confidence. We did not table the motion lightly. We are being repeatedly asked if we have confidence in the Minister and we now wish to outline why we have long lost confidence in him to oversee the administration of justice. We did not take the decision lightly yet the Government describes it as a pointless exercise and a waste of...

Garda Inspectorate Report on the Fixed Charge Processing System: Statements (26 Mar 2014)

Niall Collins: ...he spearheaded the closure of almost 140 Garda stations in communities across the country. This has deprived many of the presence of community gardaí. We should also recall that the Minister was not too long in office when he attempted to prematurely shut down the Smithwick tribunal. He may contest that claim, now that the tribunal has concluded, but he was outed in that regard....

Garda Inspectorate Report on the Fixed Charge Processing System: Statements (26 Mar 2014)

Niall Collins: ...be notified of any detection, as it could affect the assignment of duties. We fully support the recommendations made in the Garda Inspectorate's report. The Minister took the opportunity to make a long-awaited apology to the whistleblowers. People will wonder why it took him six months to do this, after all the kicking and screaming. What has changed that he has now decided to issue...

Matters relating to An Garda Síochána: Statements (26 Mar 2014)

Niall Collins: I welcome the opportunity to contribute to these statements. The administration of justice under the Minister's watch is in crisis and has been for a long time through a series of the Minister's actions, inaction and incompetence. That makes the Minister unfit to continue to hold office. We need to recap on the catalogue of events the Minister has overseen. We had the completely bungled...

Matters relating to An Garda Síochána: Statements (26 Mar 2014)

Niall Collins: ...up a statutory commission of investigation into this matter of significant public concern. As yesterday unfolded, and as a series of events unravelled, it became clear that the Government knew about this for a long time. Why was this just conveniently dropped in there yesterday? The Minister and the Taoiseach must account for the departure of the Garda Commissioner and their treatment of...

Organ Donation: Motion (21 Feb 2014)

Niall Collins: ...donation doubled in a three year period. Potential savings of almost €700,000 per kidney transplant over a 15 year period is a further incentive. "Win-win" is an overused phrase, but any situation where we can prolong lives and make savings is one that must be welcomed and an outcome pursued. During the Oireachtas committee discussion there was a warning that the service was...

Garda Síochána (Amendment) Bill 2014: First Stage (19 Feb 2014)

Niall Collins: ...functions. The Bill, which was published yesterday, seeks to address a number of issues, including by ensuring that Garda Commissioner, as chief of police, will become subject to oversight by the Garda Síochána Ombudsman Commission. We have been seeking this for a long period. Commentators from outside the world of politics have contributed to the debate, including Nuala...

Garda Síochána Ombudsman Commission: Motion [Private Members] (18 Feb 2014)

Niall Collins: .... Perhaps there are further or more far-reaching reforms in the Minister's mind but these are four basic requirements. Mr. Conor Brady, a former commissioner, has articulated those points for a long time and I am sure the Minister heard the comments of Baroness Nuala O'Loan at the weekend. This is against the backdrop of the disastrous handling of the penalty points fiasco by the...

(29 Jan 2014)

Niall Collins: ...the recruitment campaign and he has indicated there will be 300 recruits in two batches. Will the ongoing recruitment campaign, which has seen in excess of 25,000 applications, have a panel? How long will the panel remain in existence for people to be recruited? The Minister indicated there will be 300 recruits for 2014 but what numbers are envisaged for 2015 and 2016? With regard to...

Censorship of Publications Board Repeal Bill 2013: Second Stage (24 Jan 2014)

Niall Collins: Perversely, the board gives added publicity to books referred to it, while, in practice, it has essentially been bypassed by the Internet. It is a quango that is long since passed its sell-by date. The majority have never heard of the board, although it had long since departed before the Minister, Deputy Shatter’s novel made the front pages. Now it is time to ensure they will never...

Charities (Amendment) Bill 2014 [Private Members]: Second Stage (21 Jan 2014)

Niall Collins: ...and the scale of the work it does across innumerable spheres of Irish life, both at home and abroad. Putting it on a sound legislative basis will sustain the sector in the coming decades as it grows and evolves alongside the challenges it confronts. The Act will also enable volunteers and members of the public and ensure their hard-earned money will be spent in the most effective manner...

Third Report of the Constitutional Convention - Same-Sex Marriage: Statements (17 Dec 2013)

Niall Collins: ...for the lesbian, gay, bisexual and transgender community. Homosexuality was once hidden from public view but has been brought out of the shadows and is openly expressed. Being gay or lesbian no longer has a stigma attached, and rightly so. Old prejudices have been systematically combated through a raft of legislative measures. These legal changes have reflected broader fundamental...

Other Questions: Garda Investigations (10 Dec 2013)

Niall Collins: The Minister is well aware of this case. It is a long-running cause of concern to the extended family of the late Fr. Niall Molloy who was killed in 1985. Will there be a commission of investigation? I understand that the Minister has briefed a senior counsel to examine the case. I am trying to elicit some more information about that from the Minister.
