Joe Flaherty: I agree that we would never hear somebody down the country saying they are buying a house to rent it out. That is not going to happen now. With regard to the IPAV, do we need to incentivise people, be it through a section 23 rural renewal scheme, to get building and get these mom-and-pop landlords back into the market?
