Paul McAuliffe: You are a regulator and those AHBs are relying on people to give voluntarily of their own time and expertise to manage public funds to the tune of millions. It is a fundamental flaw in the governance structure that we are expecting people to volunteer their time. That is a weakness in the governance model.

The Kildonan site in Finglas has a similar challenge because there are already second-hand properties available in the locality at what might be deemed an affordable rate. Therefore, approval cannot be given to construct new homes that would be in excess of that. Is that essentially the crux of it?

Paul McAuliffe: My point is that both in Kildonan and in Ballymun, the challenge for viability was that there were other existing second-hand properties that were coming in at the market value and the construction costs were significantly in excess of that price.
