Written Answers — Department of Social Protection: JobPath Data (24 May 2017)

John Brady: 185. To ask the Minister for Social Protection the target set by his Department for JobPath in the number of long-term unemployed it is expected to place in employment annually; the target set for the local employment service; and if he will make a statement on the matter. [24863/17]

Select Committee on Social Protection: Estimates for Public Services 2017
Vote 37 - Social Protection (Revised)
(18 May 2017)

John Brady: ...hanging over their heads. There are huge concerns, which I share. I have asked the Minister repeatedly to carry out a review of the operation of JobPath. He has stated it has not been in place long enough to carry out this review. It was piloted in Bray and Longford and has been in place for two years in these areas. It has been in place a year in the rest of the State, since it was...

Committee on Budgetary Oversight: Pre-Budget Submission: Age Action Ireland (17 May 2017)

John Brady: ...of the challenges and difficulties it would create. The simple point there is that if someone - for example, a young person - signs on, it is hoped he or she will not be on jobseeker's for too long. The simple thing would be to differentiate perhaps between someone who is 65 and someone who is 66 or older. Whether to issue a one-lump payment or a two-lump payment could be considered....

Written Answers — Department of Social Protection: JobPath Data (16 May 2017)

John Brady: 284. To ask the Minister for Social Protection to outline the reason his plans to move 60,000 long-term unemployed persons to JobPath by the end of 2016 did not materialise; and if he will make a statement on the matter. [23228/17]

Questions on Promised Legislation (10 May 2017)

John Brady: ...is he only now committing to taking on additional staff and providing overtime to clear these unsatisfactory delays? He seems to be zen about when the Taoiseach will be departing and the latter's long goodbye, but he is also zen about maternity benefits.

Joint Oireachtas Committee on Justice, Defence and Equality: Employment Equality (Abolition of Mandatory Retirement Age) Bill 2016: Discussion (3 May 2017)

John Brady: ...in 2015. It went through Committee Stage, there was a committee report produced and at that stage the Thirty-first Dáil fell, as did that legislation. I do not have a crystal ball to see how long this Government will stay in place, but I do know that this is essential legislation that has the potential to greatly benefit many people and to give them the choice to decide themselves...

Report of the Joint Committee on the Future Funding of Domestic Water Services: Motion (12 Apr 2017)

John Brady: This is a long running saga that has been ongoing for three years. We know the grubby little deal that was put in place between Fianna Fáil and Fine Gael, kicking the issue down the road to this point to ensure that we did not go back to the polls and have another election in order that Fianna Fáil could have its say while propping up Fine Gael in government. It is important...

Maternity Leave and Benefit: Motion [Private Members] (5 Apr 2017)

John Brady: ...be placed on mothers or fathers, especially in cases where a baby is born prematurely. When it comes to the level of pay mandated by law, Ireland ranks at the very bottom of the European league, along with Slovakia. The amount paid to mothers over a relatively long period of leave falls well below 66% of normal earnings. Year on year, in our alternative budget, we include provision for...

Priority Questions: Poverty Data (21 Feb 2017)

John Brady: ...is good at. However, I will stick to the real statistics here - the statistics for which we are constantly told we must wait until the subsequent year. While the Minister talks about smashing the long-term unemployment rates, the statistics speak volumes. A total of 105,051 people in employment are living in poverty. More than 750,000 people are living on less than €230 a week....

Pensions (Amendment) (No. 2) Bill 2017: Second Stage [Private Members] (7 Feb 2017)

John Brady: The concerns around defined benefit pension plans are nothing new. Fianna Fáil could have done this a long time ago when it had a majority Government and the power to do so. Back in 2012, the OECD clearly identified the allowing of healthy sponsors to walk away from defined benefit pension plans and shutting them down as a weakness in Irish legislation. After all these years, a...

Disability (Miscellaneous Provisions) Bill 2016: Second Stage (31 Jan 2017)

John Brady: I welcome a number of disability activists to the Visitors Gallery this evening. They have waited a long time to listen to this debate. Unfortunately, a number of them told me that the timing of the debate has meant a number of people could not be here this evening. The example of disability activists from Galway was cited. They would have had to travel here on a Tuesday evening, stay...

Questions on Promised Legislation (18 Jan 2017)

John Brady: In May last year, the Minister for Social Protection, Deputy Varadkar, announced the long awaited and long sought scrapping of the JobBridge scheme. In correspondence with the Minister last September, he said he would announce his proposals for a new replacement scheme for JobBridge just after the Indecon report, which was due last September. We are now in 2017 and there is no replacement...

Written Answers — Department of Social Protection: Labour Activation Measures (17 Jan 2017)

John Brady: ...(details supplied) who has just completed a work scheme is now being forced onto JobPath, namely, through Turas Nua, noting that JobPath was initially set up to engage with those persons who are long-term unemployed; and if he will make a statement on the matter. [41636/16]

Joint Oireachtas Committee on Social Protection: Issues Facing Lone Parents: Discussion (Resumed) (12 Jan 2017)

John Brady: ...deadline and this was alluded to in the Department representative's contribution today. Perhaps the committee could hear a little bit more about this. I also want to touch on the matter of the long awaited report on the barriers to third level education for lone parents. It is long overdue. The Department acknowledges that it received the first draft in September last year. It has now...

Joint Oireachtas Committee on Social Protection: Issues Facing Lone Parents: Discussion (Resumed) (12 Jan 2017)

John Brady: ...get it, may well be out of date if some of the key measures - that clearly was one of the key measures - are to reintroduce a cut that was made in 2013. The fear is that when we get this substantial long-awaited report that was committed to in the programme for Government, it will be out of date. I reiterate how important it is to get that as quickly as possible.

Pension Equality and Fairness: Motion [Private Members] (7 Dec 2016)

John Brady: ...for all women when they retire. This motion is about correcting the mistakes made by Fine Gael and the Labour Party in the pension reforms made in 2012. Those reforms were made without any long-term thinking or forward planning and with no adequate processes put in place alongside those reforms. This motion is about rectifying the injustices that were imposed on women by the marriage...

Written Answers — Department of Social Protection: Illness Benefit Payments (6 Dec 2016)

John Brady: ...for Social Protection if he will consider awarding the Christmas bonus to persons in receipt of illness benefit, especially considering that some persons have been in receipt of this payment long term; and if he will make a statement on the matter. [38294/16]

Select Committee on Social Protection: Estimates for Public Services 2016
Vote 37 - Social Protection (Supplementary)
(1 Dec 2016)

John Brady: ...but many people found out that they had to be in receipt of social welfare for 15 months or more. One lady contacted me who has been receiving illness benefit since 2005, which is certainly a long-standing payment but she was told absolutely not when she inquired about the Christmas bonus. While it was a good news story for the Minister, it would have been better if it had been a 100%...

Select Committee on Social Protection: Estimates for Public Services 2016
Vote 37 - Social Protection (Supplementary)
(1 Dec 2016)

John Brady: Many of the jobs that people are getting with that are not sustainable or long-term. They are low-paid jobs in many cases that JobPath offers. They are not being offered sometimes. People are being told to go to X number of interviews for very low-paid employment. Some are barely on the minimum wage.

Select Committee on Social Protection: Estimates for Public Services 2016
Vote 37 - Social Protection (Supplementary)
(1 Dec 2016)

John Brady: ...the JobPath office every week and is put sitting in front of a computer that he does not even know how to turn on. I do not see what benefits are in place for such an individual. Many people must travel long distances at a huge cost on a weekly basis to carry out pointless tasks that do not improve their chances of employment. There are no travel allowances for such individuals. There...
