Colm Burke: The bank is part of the feeding-in of information to the decision-makers, however. Is it not time to start that feeding-in of information, with a stricter set of rules put in place to address states carrying out these acts? As the Governor pointed out, we were able to do it with Russia but we were not with Israel.

Colm Burke: It has been a huge achievement over the last 45 to 50 years, but it is then about trying to convey that to other parts of the world. Part of that process would be making sure the countries that are carrying out these atrocities do not use the EU or its member states to avail of funding and avail of people who are prepared to invest.
