Committee on Defence and National Security: General Scheme of the Defence (Amendment) Bill 2025 : Discussion (Resumed) (26 Jun 2025)

Maeve O'Connell: I thank Professor Tonra, Mr. Noonan and Mr. Murphy for joining us and for the clarity of their presentations and interpretations of the issues. It has been very helpful for us all. I might come back to a contribution made by Mr. Noonan. He said that if we make this change and remove the requirement for the Security Council to give approval before we deploy, we will not know our direction...

Committee on Defence and National Security: General Scheme of the Defence (Amendment) Bill 2025 : Discussion (Resumed) (26 Jun 2025)

Maeve O'Connell: Potentially, we will not be involved in peacekeeping activities in future.

Committee on Defence and National Security: General Scheme of the Defence (Amendment) Bill 2025 : Discussion (Resumed) (26 Jun 2025)

Maeve O'Connell: There has been much talk from members and the witnesses about the importance of trust. I understand from Mr. Murphy's contribution that it really is the Dáil, the Oireachtas and the Government that are ultimately the protector of our neutrality as opposed to the UN Security Council, from his outlining of the history in that regard. If that is the case, the people we are trusting...

Maeve O'Connell: I am sorry to interrupt Mr. Noonan. I am just watching the clock and I would like to hear a response from Mr. Murphy.

Committee on Defence and National Security: General Scheme of the Defence (Amendment) Bill 2025 : Discussion (Resumed) (26 Jun 2025)

Maeve O'Connell: Does Mr. Murphy trust the people to elect the right parliamentarians and the parliamentarians then to withstand?

Maeve O'Connell: Good afternoon. This is my first time in the Chair so I ask everyone to bear with me. I call Deputy McGettigan.

Committee on Further and Higher Education, Research, Innovation and Science: Review of Action Plan for Apprenticeship 2021-2025: Discussion (25 Jun 2025)

Maeve O'Connell: I thank the witnesses for coming here today. It is a very complex area. Like my colleague, I taught in the Institute of Technology in Blanchardstown alongside those in many of the craft areas. Dr. Collins mentioned the number of new apprenticeships. Dr. Trant mentioned a new apprenticeship called modern methods of construction and said there are another 28 apprenticeships in the...

Committee on Further and Higher Education, Research, Innovation and Science: Review of Action Plan for Apprenticeship 2021-2025: Discussion (25 Jun 2025)

Maeve O'Connell: TUD is an approving body for pretty much everything.

Committee on Further and Higher Education, Research, Innovation and Science: Review of Action Plan for Apprenticeship 2021-2025: Discussion (25 Jun 2025)

Maeve O'Connell: Would there be any issues if somebody approached a local ETB? Also, would an ETB be able to approve a programme as easily?

Committee on Further and Higher Education, Research, Innovation and Science: Review of Action Plan for Apprenticeship 2021-2025: Discussion (25 Jun 2025)

Maeve O'Connell: Earlier Dr. Trant mentioned completion rates. Clearly, we have published completion rates and non-progression rates in third level education and I am interested in hearing about the equivalent rates in the apprenticeships sphere.

Committee on Further and Higher Education, Research, Innovation and Science: Review of Action Plan for Apprenticeship 2021-2025: Discussion (25 Jun 2025)

Maeve O'Connell: We had some difficulties with the clock but it seems to have sorted itself out. Deputy McGreehan has just stepped out but she will be back shortly.

Committee on Further and Higher Education, Research, Innovation and Science: Review of Action Plan for Apprenticeship 2021-2025: Discussion (25 Jun 2025)

Maeve O'Connell: I used to teach in ITB and more latterly in TU Dublin. My experience there was sometimes disappointing in the sense that there would often be students in the classes who were really square pegs in round holes. They were perfectly able to get through it but it was not a good fit for them. That is part of our culture about everyone having to go to college. If people do not succeed at higher...

Committee on Defence and National Security: Recent Air Corps Developments: Discussion (24 Jun 2025)

Maeve O'Connell: I thank the witnesses for coming here this evening and making themselves available to answer all these questions. It has certainly been very enlightening for me with respect to all the procedures and the many questions we have had over the past number of weeks. Coming back to the shortfall in air traffic controllers, I know my colleague Senator Kyne raised this as well. It was mentioned...

Committee on Defence and National Security: Recent Air Corps Developments: Discussion (24 Jun 2025)

Maeve O'Connell: Coming to the training that was mentioned, what is the minimum requirement for people to train to become an air traffic controller? It is a very stressful job. How long does it take to qualify? The different ratings and certifications were mentioned earlier. I assume this applies to every airfield, different zones and so on. How often would they have to be updated and maintained? I am...

Committee on Defence and National Security: Recent Air Corps Developments: Discussion (24 Jun 2025)

Maeve O'Connell: In a more general question, I would have thought that working out of Dublin Weston Airport or Casement Aerodrome - maybe I made an assumption - would be a little less stressful than working out of Dublin Airport given the volumes, or maybe even in Shannon Airport, where you are trying to co-ordinate everything coming across the Atlantic.

Committee on Defence and National Security: Recent Air Corps Developments: Discussion (24 Jun 2025)

Maeve O'Connell: I have a final question if we have enough time. As we do not have a fully manned ATC in Baldonnel all the time at the moment, who ensures that airspace is not breached?
