- Middle East: Statements (2 Jul 2025)
Martin Daly: The ongoing conflict in Gaza risks igniting a much wider regional war, an outcome that would be profoundly tragic and destabilising. Gaza remains an open wound festering and poisoning relations, not just between Israel and Palestine, but also between Israel and much of the international community. Ireland has made the situation in the Middle East a central foreign policy priority and we...
- Committee on Disability Matters: Progressing the Delivery of Disability Policy and Services: Discussion (Resumed) (2 Jul 2025)
Martin Daly: I also apologise for being late. Unfortunately, the health and disability committee meetings clash, which is a pity because they are equally important. The figures for Ireland in relation to disability in terms of poverty, health, mental health, employment and housing do not make good reading based on international comparisons. We are starting from a very low base. I missed the Minister...
- Committee on Disability Matters: Progressing the Delivery of Disability Policy and Services: Discussion (Resumed) (2 Jul 2025)
Martin Daly: I thank the Minister of State for her answer. The stark example was a mother at this present time who said that if I could check her into an acute psychiatric unit, would they look after her 45-year-old son? That is stark.
- Joint Oireachtas Committee on Health: Management of Hospital Waiting Lists and Insourcing and Outsourcing of Treatment: Discussion (2 Jul 2025)
Martin Daly: I thank Mr. Gloster and his team for coming. I reiterate his tribute to the public health workers in hospitals, the community and various settings throughout the country. The vast majority carry out their roles with distinction but there are questions, some of which he identified. He touched upon the one that is possibly the most sensitive to this committee, namely, the moral hazard of the...
- Joint Oireachtas Committee on Health: Management of Hospital Waiting Lists and Insourcing and Outsourcing of Treatment: Discussion (2 Jul 2025)
Martin Daly: I will come back to the reporting system. It is clear from the 2021 internal report from CHI, which Mr. Gloster did not know about, that there was a breakdown. There did not seem to be a view within CHI management that the report should have been progressed to the HSE. That points to a gap in governance. That is a question the public really wants to know about. Can something that is, on...

- Committee on Disability Matters: Progressing the Delivery of Disability Policy and Services: Discussion (Resumed) (25 Jun 2025)
Martin Daly: I apologise for being late, but I was attending the health committee. From what has been said, we have the three strands of access to therapies, primary care and CDNTs, and it is now proposed to add education. I am interested in what was said about the ability to deliver therapies in a school setting for children with special and additional needs. On the availability of the parents, a...
- Committee on Disability Matters: Progressing the Delivery of Disability Policy and Services: Discussion (Resumed) (25 Jun 2025)
Martin Daly: Is Dr. Tamming saying the more complex cases are at this time well catered for, or better catered for, in special schools, to the possible detriment of children with additional special needs? I need to be careful how I say this, but is there a possibility that the potential for improved outcomes could be lost if there is an imbalance in the system?
- Committee on Disability Matters: Progressing the Delivery of Disability Policy and Services: Discussion (Resumed) (25 Jun 2025)
Martin Daly: On the retention and recruitment of therapists, there is competition between primary care, the CDNTs and, it would now appear, the educational sector as well. We are training more allied health professionals and therapists in those areas. In terms of recruiting people from abroad, does that need to be looked at in the CORU reform of how we allow people into our system to work?
- Select Committee on Health: Estimates for Public Services 2025
Vote 38 - Department of Health (Revised) (25 Jun 2025) Martin Daly: I thank the Minister, Ministers of State and Department officials. I will try to do question and answer as we might get more views from them on what is happening in the health service. I am delighted the investment is increasing year on year, but I am struck by the Minister's observation that we are not getting return for our investment. A number of issues come to mind, one of which is the...
- Select Committee on Health: Estimates for Public Services 2025
Vote 38 - Department of Health (Revised) (25 Jun 2025) Martin Daly: I will very quickly give two examples, Ballaghaderreen and Edgeworthstown. Ballaghaderreen is an area of severe deprivation, with a large immigrant population and huge needs. After five years, the town has been left without any prospect of having a primary care centre being delivered. I will leave it at that. I thank Mr. Tierney for his answer. I appreciate it.
