Seanad: Planning and Development (Amendment) Bill 2016: Committee Stage (14 Feb 2018)

Victor Boyhan: I endorse what Senator Warfield has said. Clearly, the Mahon tribunal report made many recommendations, and we see some of those recommendations echoed with regard to the legislation. This is a really important opportunity for us to give effect to those recommendations in primary legislation. I am supportive of this amendment.

Seanad: Criminal Justice (Corruption Offences) Bill 2017: Committee Stage (16 May 2018)

Victor Boyhan: I echo what Senator Norris has said. Senator McDowell cannot be here because he has other matters to which to attend today. He is fully aware and supportive of this amendment. He has a very learned and legal mind and he is a former Attorney General, a former Minister for Justice, a former Tánaiste and a former Cabinet Minister.

Joint Oireachtas Committee on Housing, Planning and Local Government: Review of National Planning Framework and Climate Targets: Discussion (26 Sep 2023)

Victor Boyhan: ..., is the absence of mapping. The submission refers to overlapping and competing policies, designations and objectives. Again, the Irish Planning Institute has identified the concern and it is echoed twice in the submission. Mr. O'Leary might take us through that and give us one or two examples. Again, what is the ask? What is the Irish Planning Institute asking?

Seanad: Report of the Mother and Baby Homes Commission of Investigation: Statements (Resumed) (26 Jan 2021)

Victor Boyhan: ...this for people viewing, there are major restrictions on the number of Senators in the Chamber, which is understandable, but it is an important point. I again thank everyone. Clearly, the major echoing theme today is that we believe. That is the key message. We have heard terrible stories of trauma and people terrorised and subjected to emotional, physical and sexual abuse and potential...

Seanad: An tOrd Gnó - Order of Business (25 Sep 2020)

Victor Boyhan: ...will have sufficient time to reply fully to all the issues raised. I welcome her to her position. It is an onerous and responsible position in the House and I wish her well with it. I wish to echo the comments of Senator Higgins. What a fine Senator we have. It is great that we have diversity in Seanad Éireann and, in particular, Independent Senators of her calibre. She is...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Planning and Development Bill 2022: Discussion (Resumed) (28 Feb 2023)

Victor Boyhan: ...what they submitted in their written statements. Ms Sheridan touched on the importance of data but she did not do so in great detail. There is a lot in it, however. One of the things that has echoed through the evidence given by professional planners and others who have appeared before the committee is that there are so much data and somehow they are all dispersed, with 31 planning...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Compliance with the Nitrates Directive and Implications for Ireland: Discussion (Resumed) (20 Mar 2024)

Victor Boyhan: ..., Local Government and Heritage. In his submission paper, he stated the Department allocated funding for five EPA staff. We are talking about resources, and this is clearly a big issue and has echoed through the debate tonight. He talked about the oversight of the local authority national inspections programme. There is an issue with staff, their appointment and setting all of that in...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Planning and Development Bill 2022: Discussion (Resumed) (28 Feb 2023)

Victor Boyhan: Ms Sheridan makes an important point. She may wish to echo it in the further detailed submission to be made by the RIAI to the Department. It is an important point in the context of data and duplication. We need to hear more on it and tease it out further. I wish to raise several issues with Dr. Logue. He referred to the options of prescribed bodies and expanding that array of...

Joint Oireachtas Committee on Housing, Planning and Local Government: Review of Local Property Tax: Discussion (9 May 2018)

Victor Boyhan: ...consultant report. How can we progress the nine recommendations listed on the back of the report? What has Councillor McGinley and his group done about them? The report was commissioned and it echoes many of the Thornhill recommendations. It is important that we, as a committee, analyse the progress made with the nine recommendations on another occasion. The report is a bit...

Seanad: Climate Action and Low Carbon Development (Amendment) Bill 2021: Committee Stage (Resumed) (5 Jul 2021)

Victor Boyhan: I wish to echo what Senator Higgins has said and I support her. She has made a good case, particularly in relation to the social and environment role of agriculture in its broadest terms. I will refer to that when I comment on the section later because there are a few things I wish to say. The development goals are very important. Many Senators are seen wearing the sustainable development...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Beef Industry (26 Sep 2019)

Victor Boyhan: ...debate in respect of Brexit and our over-concentration on the UK market, with, as already stated, over 50% of our beef being exported to that jurisdiction, we have to diversify. This point was echoed by the Minister. He also outlined his strategy in that regard. I particularly welcome that it is proposed to appoint an attaché with agriculture responsibility to our embassy in Seoul,...

Seanad: Public Health (Alcohol) Bill 2015: Committee Stage (Resumed) (8 Nov 2017)

Victor Boyhan: ...is what we would expect of any government, that it would drive a policy. Some aspects of this Bill were not in the programme for Government but I broadly support it because it is worth supporting. I echo what the Minister said about there being many more strands to be dealt with in respect of educating people, dealing with alcohol and a range of other issues. This is a start. The...

Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (Resumed) (24 Jan 2023)

Victor Boyhan: ...to this committee. I thank Mr. Kelly for his response. I am concerned that the county council is not filling the additional 11 staff. Mr. Kelly set out the associated reasons and concerns. I echo those concerns. I believe we need to examine the matter as we have heard about this happening across local authorities. Senator Carrigy touched on affordable housing. It is...

Seanad: Neurology Nurses: Motion (22 Jun 2022)

Victor Boyhan: I thank the Minister of State and echo what Senator Maria Byrne said. In her absence I told the House that I chaired yesterday's Commencement Matter debate and she had raised issues relating to Limerick. I acknowledged that and I thanked her earlier in the debate. I also acknowledge the considerable work Senator Conway has done on it. The motion has cross-party support. This is about...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Affordable Housing Bill 2020: Discussion (Resumed) (27 Apr 2021)

Victor Boyhan: ...rents "are linked to our income". Nothing is affordable if it is not based on net income. This amendment is perhaps the strongest message that we can send out today. It is something I wish to echo and hang on to, because it is simple and clear. We need some clarity in this debate. We must reflect on what the people outside understand by the term "affordable" and what they are calling...

Seanad: Gender Pay Gap Information Bill 2019: Report and Final Stages (5 Jul 2021)

Victor Boyhan: I thank the Minister, Deputy O'Gorman. I echo what Senator Pauline O'Reilly said, that this is important and an achievement. It is important to have priorities in government and it is satisfying to get things over the line. Well done to all involved. While the Minister could not accept all the amendments today, I understand that it is important that he makes his case, but I also like the...

Seanad: An tOrd Gnó - Order of Business (3 Jul 2019)

Victor Boyhan: ...day or week in a year to celebrate some sector of diversity but that we embrace and incorporate that rich diversity through our policies in these Houses and through our life and society. I would like a debate on this when possible which might involve...

Joint Oireachtas Committee on Housing, Planning and Local Government: Implementation of Housing for All: Discussion (Resumed) (25 Oct 2022)

Victor Boyhan: I thank the chief executives and to echo the comments of all members in acknowledging the enormous work that they do, along with their teams, in what is a very difficult time. I also point out that I am particularly glad to see Ms Egan and Mr. Burns, both of whom would have been in Dun Laoghaire when I was there. Ms Farrelly has clearly taken a lot of talent from there because I know she...

Seanad: Order of Business (5 Jul 2017)

Victor Boyhan: I echo what the previous Senator has said about inviting the Minister of State with responsibility for local government and electoral reform, Deputy Phelan into the House. However, I do not see any point in having him here until we have confirmation of his devolved functions as set down by his principal line Minister. It is my understanding that they have not yet been issued. There is no...

Seanad: Judicial Appointments Commission Bill 2017: Second Stage (20 Jun 2018)

Victor Boyhan: ..., which has been positive. On the whole, I want to welcome this legislation. The Judiciary has served this country with distinction over many years.
