Seán Sherlock: The liability can be financed out over a relatively long period of time. If one is talking about roads or transport, for instance, there are ways of factoring that in. Financing over a long period of time allows one to meet the repayment costs in a relatively easy fashion.

Written Answers — Department of Health: Covid-19 Pandemic (27 Jul 2021)

Seán Sherlock: 2924. To ask the Minister for Health if long-term illnesses and medical difficulties arising as a result of long-Covid will qualify for supports such as a medical card, a general practitioner card or disability benefits; and if he will make a statement on the matter. [39352/21]

Public Accounts Committee: National Paediatric Hospital Development Board: 2019 Financial Statement (9 Feb 2021)

Seán Sherlock: ...for the process around claims. This leads me on to the next question. In his opening statement, Mr. Dempsey stated "The development board and the Department are nearing finalisation of this long and detailed analysis, which includes a determination of potential updates to the timeline and costs of the project." To what extent is the claims process mapped onto that "long and detailed...

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Social Welfare Code (17 May 2022)

Seán Sherlock: ..., and there is robust clinical evidence for this, is that hospitals such as Cork University Hospital, CUH, in the South/South West Hospital Group have set up or are in the process of establishing long Covid clinics. That will be replicated throughout the country. If somebody moves from the enhanced illness benefit onto the illness benefit, that is for a period of two years. The issue is...

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Social Welfare Code (17 May 2022)

Seán Sherlock: ...will go from the enhanced payment to illness benefit, the clock will tick down the two years and then they potentially will fall off the cliff if they are not eligible to move onto an invalidity or long-term payment, as devised by the Department. The worry I have for those people is that the Department might be too stringent in how it applies rules and the criteria that they must meet for...

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Social Welfare Code (17 May 2022)

Seán Sherlock: Has the Minister's Department engaged in research in respect of the need to devise a disability-related payment to deal with the effects of long Covid? I acknowledge the existence of the Covid-19 enhanced illness benefit payment and that it will be in place until the end of June 2022. My reason for raising this is that we seek clarity as to whether there will be continuity of that payment...

Social Welfare Bill 2022: Committee and Remaining Stages (30 Nov 2022)

Seán Sherlock: I wholeheartedly support Deputy Naughten’s proposed amendment because more of us are interacting with people who are definitively feeling the effects of long Covid. The amendment is a reasonable one in that it seeks to have a report laid before the House on particular measures, especially, as stated in the amendment, in designating long Covid as an occupational illness. We all have...

Questions on Promised Legislation (21 Sep 2017)

Seán Sherlock: I have a technical question. The Maritime Area and Foreshore (Amendment) Bill is on the long list. The Government had given some indication that it would legislate for the prohibition of micro-plastics in that Bill. I would like the Government to clarify when it will legislate for that. I have a Bill that is due before committee. The ten-week window has long since passed. I had said to...

Covid-19: Motion [Private Members] (10 Feb 2021)

Seán Sherlock: ...motion is honest. What we are seeking to do is to bring about a perspective which seeks to provide some enlightenment on this issue that exercises us all. I want to focus very briefly on the issue of long Covid. I ask the Minister to take on board the fact there are people now suffering the effects of long Covid. It is an expression that has worked its way into the public discourse...

Select Committee on Foreign Affairs and Trade: EU Framework Agreement: Motion (26 Jan 2016)

Seán Sherlock: ...that this agreement is far from being concluded. We are currently engaged in the 12th round of talks and a mechanism has been proposed by the European Union on the investment courts but we are a long way off an agreement. I absolutely concur with Deputy Smith on the protection of agriculture standards in particular. We have exacting food health, food provision and food production...

Work Life Balance and Miscellaneous Provisions Bill 2022: From the Seanad (29 Mar 2023)

Seán Sherlock: ..., that would give a lot of confidence to people. We all welcome the fact that the Minister will devolve to expert opinion and victims' services organisations and so on regarding the process. How long will the process take and how long does he anticipate that it will take for a rate to be struck for people? That would send a real signal if we could get clarity on that.

Other Questions: Action Plan for Jobs (24 Jan 2013)

Seán Sherlock: ...is a challenge for most EU countries. The average EU unemployment rate for those under 25 years of age in the labour force is 23.7%. In Ireland, the youth unemployment rate is 30%, while the long-term unemployment rate is 8.9%. The aim of the Action Plan for Jobs is to create a supportive environment for enterprise to create and sustain jobs. All of the measures in the action plan...

Written Answers — Aquaculture Development: Aquaculture Development (14 May 2009)

Seán Sherlock: ...implement the Natura 2000 Directive in marine areas; if he will work in full co-operation with his Ministerial colleagues in the Department of Agriculture, Fisheries and Food to quickly remove the long-standing logjams in aquaculture licensing, to restore vital grant aid lost to the sector and to re-open long-established mussel seed areas; and if he will make a statement on the matter....

Other Questions: Overseas Development Aid Expenditure (3 Nov 2015)

Seán Sherlock: ..., governments are going to be able to fund the commitment into the future. To answer the Deputy's question, one of the issues we are now looking at is that of how we manage the dynamic between long-term development goals, such as the eradication of poverty and hunger, and the numerous humanitarian crises that are breaking out, for example, in the Mediterranean, as well as how we manage...

Topical Issue Debate: School Curriculum (4 Dec 2013)

Seán Sherlock: ...in the west of Ireland, championed by the Minister of State, Deputy Ciarán Cannon. Through embracing courses and pilot projects, we will see how to translate them across the system to create a long-term beneficial impact. Curriculum changes in 2003 in the science curriculum have had a major impact on outcomes in 2013 in respect of the Programme for International Student Assessment,...

Written Answers — Department of Foreign Affairs and Trade: Overseas Development Aid Provision (20 Oct 2015)

Seán Sherlock: For generations, Irish citizens have played a key role in overseas development work throughout the developing world. In particular, the role of thousands of Irish missionaries in Africa, over a long period of time and in extraordinarily challenging circumstances, deserves special mention. Irish people continue to play a critical role in the fight to eliminate poverty, hunger and...

Employment Support Services (12 Jul 2012)

Seán Sherlock: ...the objective of Pathways to Work is to provide those who are unemployed with the appropriate training and skills to avail of the job opportunities which will arise as the economy recovers. The long-term unemployed are a priority target group for the measures in Pathways to Work. While many of the new measures included in the action plan for jobs are not confined to those who are...

Recall of Irish Pork and Bacon Products: Statements (9 Dec 2008)

Seán Sherlock: ...in animal feed and the restriction of a number of farms. The Dutch authorities contacted the Department and the FSAI regarding their independent investigation. When they communicated that, how long had the Dutch authorities' investigation been in train? When was the rapid alert system kicked into action? This is also an important point. The Minister has told us this all happened on...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: European Competitiveness Council: Discussion (24 Sep 2013)

Seán Sherlock: Its not easy to answer and I can only focus on what Ireland is doing. Ireland has taken a long term view. We are working proactively on the stem side and education. The latter is the key in South Korea and its population seems to be natural innovators. At present we are doing a lot of work on, for instance, funding out-of-field mathematics teachers. We are spending a considerable amount...
