Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Sale of Permanent TSB Mortgage Loans: Discussion (6 Dec 2018)

Kieran O'Donnell: I need Mr. Crowley to help me to understand how Permanent TSB has structured this so the funding that is being provided to the vehicle is long-term in nature. We do not want a situation where Glenbeigh bondholders turn around and say, "We want our money back tomorrow", and suddenly the whole issue of setting up something as a long-term vehicle does not hold water. I need Mr. Crowley to help...

Joint Oireachtas Committee on Transport, Tourism and Sport: Delays at Dublin Airport: Discussion (1 Jun 2022)

Kieran O'Donnell: ...just a couple of things. For the public looking in at the moment Mr. Philips, if they turn up Friday, Saturday, Sunday or Monday to Dublin Airport to get a flight, what will be the situation? How long will they be queuing outside terminal 1 or terminal 2? How long do you anticipate it will take for them to get through their airline and then from the airline they have to queue to get...

Public Accounts Committee: 2012 Annual Report and Appropriation Accounts of the Comptroller and Auditor General
Vote 38 - Health
Vote 39 - Health Service Executive
Chapter 21 - Budget Management in Health Service Executive
Chapter 22 - Eligibility for Medical Cards
(12 Jun 2014)

Kieran O'Donnell: What is the range of top-ups involved? What has this process taken so long? We dealt with the section 38 agency top-ups months ago. If my memory serves me correctly, the report was commenced in March 2013 and delivered by the executive's internal auditor in July 2013. It is now a year later. Why has this process taken so long? We represent the ordinary people following these...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Sale of Permanent TSB Mortgage Loans: Discussion (6 Dec 2018)

Kieran O'Donnell: Mr. Crowley has not answered my question. Legally, I am interested in matching long-term funding with long-term loans.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Sale of Permanent TSB Mortgage Loans: Discussion (6 Dec 2018)

Kieran O'Donnell: I want to know about consumer protection in the long-term. This is being put forward as a long-term vehicle. I want to know how it will manifest.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Finance (Tax Appeals) (Amendment) Bill 2019: Discussion (30 May 2019)

Kieran O'Donnell: How long were people waiting under the old system? Typically, how long had the 282 cases been waiting?

Joint Oireachtas Committee on Transport, Tourism and Sport: Situation at Dublin Airport: Discussion (26 Jul 2022)

Kieran O'Donnell: Finally, how long is it expected a passenger will be waiting? How long on average will it take a passenger to get through the airport?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Irish Mortgage Market: Competition and Consumer Protection Commission (20 Jun 2017)

Kieran O'Donnell: We should follow up on that, Chairman. It is a weakness. My last question is on the Danish housing model and how Denmark developed its market. Is Ms Goggin saying that the model, under which long-term loans must be matched by long-term funding, applies across all of the home loan market?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process: (Resumed) Permanent TSB and AIB (9 Apr 2014)

Kieran O'Donnell: Am I correct in saying that the figure at the end of Q1 of this year is 11,707, which are long-term solutions being provided, plus the 5,318? Is the total figure 17,025? Approximately one third of all the long-term proposals being provided to homeowners more than 90 days in arrears are coming out of the legal proceedings?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Insurance Costs for Community Groups: Discussion (24 May 2018)

Kieran O'Donnell: ...the delays of three or four years. If someone makes a whiplash claim, both sides can request consultants or others to carry out an examination and produce a medical report. Why does it take so long? Does such a case go in and out of court? Are there adjournments? What is the process that makes it take so long?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Brexit - Recent Developments and Future Negotiations: Discussion (16 May 2017)

Kieran O'Donnell: The witness speaks about transitional measures and arrangements. How long will it be before they come into being? How long might they last for? To add a caveat to that question, is there a situation based on the witness's research where the UK could reverse their Brexit in time depending on the political climate that may evolve, and have we prepared for that?

Public Accounts Committee: 2011 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 40 - Health Service Executive
Health Service Executive Financial Statements 2011
(25 Apr 2013)

Kieran O'Donnell: It appears that it has not been billed. The figure has decreased from €74 million to €70 million to €61 million. Why is it there and why is it taking so long to collect taxpayers' money? Figures for individual hospitals range from as short as ten days to as long as 74 days. What is the longest period for an individual hospital? It is difficult to read these figures.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland (Resumed): Customer Experience (12 Oct 2017)

Kieran O'Donnell: I personally do not believe it is credible that this is taking so long. Given the level of sophistication they are at, I believe the banks are kicking the can down the road. When representatives of the Central Bank appear before the committee next week, we need to be told why this is taking so long. On the issue of ensuring it is accurate, I have heard-----

Joint Oireachtas Committee on Transport, Tourism and Sport: Delays at Dublin Airport: Discussion (1 Jun 2022)

Kieran O'Donnell: I will cut to the chase. Is Mr. Phillips telling people who will travel both short-haul and long-haul, that if they arrive two and half hours before, and if they have baggage to add an extra hour, and if the flight is long-haul then the time is three and half hours so an extra hour and guarantee, that they will get their flights over the weekend?

Joint Oireachtas Committee on Transport, Tourism and Sport: Recent Issues Concerning Aer Lingus Flight Booking and Check-in Services: Discussion (5 Oct 2022)

Kieran O'Donnell: Obviously, there is an integrated model in Shannon. It entails the short-haul flights to Heathrow and the long-haul or transatlantic flights. My final question has been alluded to by some of my colleagues. If there were a PSO route between Shannon and Amsterdam, Frankfurt or one of the major hubs, would it be regarded by the representatives as commercially viable in the long term? Would...

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Safety Strategy 2021-30: Discussion (30 Jun 2022)

Kieran O'Donnell: If a person is disqualified in court, how long does it take for gardaí to get notification of the disqualification? How long before it comes to the system? Is there talk of an electronic transfer system being put in place so that if somebody is disqualified in court, it would go straight to the system and gardaí on patrol could see straight away if a person is disqualified. Is...

Joint Oireachtas Committee on Transport, Tourism and Sport: Motorway Toll Charges: Transport Infrastructure Ireland (29 Nov 2022)

Kieran O'Donnell: I will ask a question before I go to non-members of the committee. I looked at the by-laws for all the toll contracts. How long do those contracts last? There is normally a review period for contracts to consider them. I see that under legislation the TII is entitled to review toll contracts but it is a process. To date, has the TII reviewed any contracts? How long do these contracts...

Public Accounts Committee: 2011 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 40 - Health Service Executive
Health Service Executive Financial Statements 2011
(25 Apr 2013)

Kieran O'Donnell: Of the €61 million, what are the debtors' days? How long is that outstanding? That is a different issue. I am talking about an administrative issue. I am going through the eye of a needle here for something that should be relatively straightforward to answer. I will not let it go because at the end of the day, it is taxpayers' money. Of the €61 million, could Mr. Woods...

Joint Oireachtas Committee on Transport, Tourism and Sport: National Aviation Policy: Ryanair (30 Nov 2022)

Kieran O'Donnell: I want to go into the policy. I want to put the counterargument on the long-haul flights outside of Europe. For a layperson looking in, the tax applies on inter-EU flights. If Ryanair flies outside the EU, for example, to Morocco, it does not apply. The long-haul airlines say they will not be competitive on an international scale with other airlines worldwide if the environmental tax is...

Committee of Inquiry into the Banking Crisis: Nexus Phase (10 Sep 2015)

Kieran O'Donnell: A bit like Deputy McGrath, it was a long answer but worth waiting for. Minister, can I deal with the whole issue ... Professor Honohan, when he was before us, he stated that I think it's remarkable ... punishment for bankers ... it's remarkable, first of all, how long it takes, how heavy the procedures are and how light the consequences. Do you believe that the legal ... I suppose, the...
