Leaders' Questions (Resumed) (22 Jun 2017)

Frances Fitzgerald: A master plan is being put in place, for which procurement has commenced, to ensure development can take place on the STGH campus. The Minister is keenly aware of the issues raised by the Deputy and Deputy Lowry. His plan is being implemented and he has taken action. That will begin to deal with the issues the Deputy has outlined relating to the capacity of the hospital.

Leaders' Questions (Resumed) (22 Jun 2017)

Frances Fitzgerald: The Deputy has to recognise, first, that this issue is being taken extremely seriously. As I said, Deputy McGrath and Deputy Lowry have raised it continuously, as has Deputy Healy.

Leaders' Questions (Resumed) (22 Jun 2017)

Frances Fitzgerald: The Deputy is welcome. It is on the priority list. It is clear that the initiatives that require capital investment are regarded as a priority by the Minister. In terms of the mid-term review of capital projects, that clearly will be there on the list, although there have been no decisions yet in regard to it. There is a plan for the 11 extra beds to deal with the demands on the...

Leaders' Questions (Resumed) (22 Jun 2017)

Frances Fitzgerald: -----shows him that plans are underway and that capacity will come on stream in the time ahead. I recognise the Deputy's passion in this regard and his wish to see action. The Minister is responding to that.

Questions on Promised Legislation (22 Jun 2017)

Frances Fitzgerald: I suggest the Business Committee would discuss that and agree an appropriate time.

Questions on Promised Legislation (22 Jun 2017)

Frances Fitzgerald: Today the Minister, Deputy Eoghan Murphy, outlined his top priority since his recent appointment as Minister is to ensure virtually all homeless families accommodated in commercial hotels at the end of May will, in the coming weeks, either have left their hotel accommodation or will have been notified of the alternative accommodation to which they will move. He made this clear today. It is...

Questions on Promised Legislation (22 Jun 2017)

Frances Fitzgerald: As the Deputy has said, the book building process, which allows shares to retail and institutional investors, will continue until Thursday, June 22, at which point pricing will be decided and trading will commence on Friday, 23 June.

Questions on Promised Legislation (22 Jun 2017)

Frances Fitzgerald: Yes, tomorrow. A final settlement, whereby the funds received will be deposited with the NTMA, which holds the shares, will occur two working days later on 27 June. The final listing price will be obvious as will whatever the proceeds for the State will be. The one-off revenue in divesting the State of its banking assets is treated as a financial transaction and not counted as general...

Questions on Promised Legislation (22 Jun 2017)

Frances Fitzgerald: On the case mentioned by the Deputy, the Minister for Health has met the family on numerous occasions. He has made it clear that a course of treatment can be prescribed where a consultant endorses that approach. If a consultant endorses that approach and recommends it in a particular case, the treatment can be prescribed and made available. However, the Minister does not make that...

Questions on Promised Legislation (22 Jun 2017)

Frances Fitzgerald: Data from the HSE TrolleyGAR indicate that there was an improvement nationally from January to early May. The Deputy is correct that there has been an increase in trolley numbers since May. This is due to a series of factors, including an increase in emergency department attendances, elective activity and delayed discharges in certain hospitals. The figures remain too high; there is no...

Questions on Promised Legislation (22 Jun 2017)

Frances Fitzgerald: There is a priority need, which I acknowledged when I was Minister for Justice and Equality, to replace the Garda station in Clonmel. I will ask the Minister to write to the Deputy directly in regard to it.

Questions on Promised Legislation (22 Jun 2017)

Frances Fitzgerald: I shall ask the Minister of State, Deputy Catherine Byrne, to write directly to the Deputy. I will convey to her the point he has made on this, which is interesting. I will ask the Minister of State to follow up with the Deputy.

Questions on Promised Legislation (22 Jun 2017)

Frances Fitzgerald: I do not have a date for that legislation but I will ask the Minister to communicate with the Deputy.

Questions on Promised Legislation (22 Jun 2017)

Frances Fitzgerald: The Government regards the development of our primary care centres as an absolute priority. The Minister said that he has three priorities. One of them was the development of the new GP contract. I am glad to say that discussions are under way through initial engagement with the GP representative bodies. That has been very important and it started in January 2017. The aim is to develop a...

Questions on Promised Legislation (22 Jun 2017)

Frances Fitzgerald: If the Deputy has details about an individual case, I ask her to liaise with Tusla because, of course, it puts the child at the centre. Any decisions about the care of a child in the circumstances the Deputy describes would be taken on a professional basis. I do not think it would be appropriate for me to comment on any case. We have developed, and the Government has prioritised, early...

Questions on Promised Legislation (22 Jun 2017)

Frances Fitzgerald: We are looking at affordable rental on a project by project basis. O'Devaney Gardens is a very good example of it, as is the Poolbeg development.

Questions on Promised Legislation (22 Jun 2017)

Frances Fitzgerald: Work is underway on this and it is being looked at on a project by project basis. I have no doubt that this will see developments in the months ahead.

Written Answers — Department of Jobs, Enterprise and Innovation: Office of the Director of Corporate Enforcement (22 Jun 2017)

Frances Fitzgerald: The investigative shortcomings of the Office of the Director of Corporate Enforcement (ODCE) identified by Judge John Aylmer in this case fell far short of the standard of impartial, unbiased and thorough investigation we expect and demand. My predecessor, Minister of State Mitchell O’Connor, wrote to the Director of Corporate Enforcement on Wednesday May 24th, requesting a report...

Frances Fitzgerald: During the years 2015 and 2016 my Department, as an employer, did not engage external resources to undertake or support investigations in the area of human resources and industrial relations.  In addition, as the Public Appointments Service provides my Department with its externally sourced/recruited staff and my Department manages its own internal recruitment...
