Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: Engagement with Truth and Justice Movement (7 Apr 2022)

Jennifer Carroll MacNeill: I do not observe it for the scale of funding that has gone into it. I drive through both sides of Belfast and I do not see the development that I would expect. What Mr. McCord said about well-paid community positions rings true with what I have heard from other political sources. I do not see the development of the on the ground facilities for people, particularly in working class areas,...

Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: Engagement with Truth and Justice Movement (7 Apr 2022)

Jennifer Carroll MacNeill: I accept everything Mr. McCord is saying. How do we get to a point where we break that link? What are the steps or what needs to happen to break that link between politicians and paramilitaries in the coming years and for the next generation?

Jennifer Carroll MacNeill: What does Mr. McCord think of that suggestion from Monica McWilliams and the Independent Reporting Commission?

Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: Engagement with Truth and Justice Movement (7 Apr 2022)

Jennifer Carroll MacNeill: I thank Senator McGreehan for saying that. It is very important. I will raise two things. One is on the granularity of what Senator Currie is suggesting. If you look at the sources of funding, and if you are really going to do this effectively, you have to look at all the sources of funding. You have to look at Irish Government funding, European Union funding and British Government...

Ceisteanna ar Pholasaí agus ar Reachtaíocht - Questions on Policy and Legislation (28 Apr 2022)

Jennifer Carroll MacNeill: I thank the Minister of State, Deputy Rabbitte, for her ongoing engagement with me on the state of autism assessment and delivery of services in my area, in community healthcare organisation, CHO, 6, which I identify as a problematic area. I give the example of a young boy, Dillon McGee, who has very complex needs. His parents asked me to raise his case. There is inconsistency of services....

Judicial Appointments Commission Bill 2022: Second Stage (Resumed) (28 Apr 2022)

Jennifer Carroll MacNeill: I thank the Leas-Cheann Comhairle and the Minister of State for the opportunity to speak on this Bill which I welcome. I agree with Deputy O'Callaghan that it is the best of the iterations that have come out over the past number of years. I thank the Minister of State for the response to the Oireachtas Joint Committee on Justice recommendations and the work on the Bill. In response to...

Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts

(28 Apr 2022)

Jennifer Carroll MacNeill: Fair enough. The second key finding states: “Approximately 30% of the prison population take part in Work and Training at any given time, though this is not the only structured activity available in prisons.” That figure seems low. Is it a fair reflection?

Jennifer Carroll MacNeill: When Ms McCaffrey says "maximum capacity", is that the maximum capacity pre-Covid or is it a new maximum capacity? What does it mean now?

Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 24 - Justice
Vote 21 - Prisons
(28 Apr 2022)

Jennifer Carroll MacNeill: The figures are 45% in education and 30% in work training and there may be some crossover in that. I am concerned about equal access for all prisoners to those programmes, and prisoners on protection in particular. What proportion of prisoners on protection have access to education, training and work?

Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 24 - Justice
Vote 21 - Prisons
(28 Apr 2022)

Jennifer Carroll MacNeill: It is a constant theme in the series. The Inspector of Prisons inspected all the prisons in 2021 and all but four of the reports have been published by the Department, which is very helpful. Do our guests know when the four other reports will be published?
