- Order of Business. (15 Feb 2006)
Caoimhghín Ó Caoláin: My point is coming.
- Order of Business. (15 Feb 2006)
Caoimhghín Ó Caoláin: It is related to the legislation governing speed limits across the country. With the mounting carnage there is an anomaly to be addressed arising from a recent Bray District Court decision and I ask if the Taoiseach will afford time today to address this serious problem that has implications for all road users. In the context of the carnage in recent months what steps is the Government and...
- Irish Medicines Board (Miscellaneous Provisions) Bill 2005 [Seanad]: Report and Final Stages. (15 Feb 2006)
Caoimhghín Ó Caoláin: I am particularly concerned about the wording in some sections of the legislation on the intent regarding midwives. The Minister of State referred to nurses and midwives prescribing, yet section 26 and other sections do not refer to midwives and refer only to nurses. We need absolute clarity that we are legally providing for nurses and midwives prescribing.
- Irish Medicines Board (Miscellaneous Provisions) Bill 2005 [Seanad]: Report and Final Stages. (15 Feb 2006)
Caoimhghín Ó Caoláin: Therefore, where it does not appear, we must assume that it is there.
- Irish Medicines Board (Miscellaneous Provisions) Bill 2005 [Seanad]: Report and Final Stages. (15 Feb 2006)
Caoimhghín Ó Caoláin: The commentary I made earlier referred to section 26, and I do not know if I will be allowed address that. I am accepting the Minister of State's clarification. I wish to address amendments Nos. 13 and 14 as well as amendment No. 12, although they are not grouped. We must recognise that these seek to expand the free examinations available to children. In that regard they are eminently...
- Order of Business. (16 Feb 2006)
Caoimhghín Ó Caoláin: I also make a request for additional time for the Committee Stage debate. The reports regarding tax reliefs which have recently been presented and the decision of the Minister on the back of same in his introduction of the Finance Bill before the House indicate a requirement for a searching analysis in terms of the reliefs he intends to drop, those he is perpetuating and others which are...
- Order of Business. (16 Feb 2006)
Caoimhghín Ó Caoláin: Without seeking to delay the progress of the Order of Business, I object in principle to the guillotine applying to the Teaching Council (Amendment) Bill 2006. Whatever time is required will be met by the respective parties and individual Deputies who wish to participate. The 30-minute period to which Report and Final Stages are restricted is inadequate. We should leave the debate open and...
- National Car Test. (16 Feb 2006)
Caoimhghín Ó Caoláin: I thank the Minister of State for attending and congratulate him on his change of portfolio. I wish him well in his new posting. I thank the Ceann Comhairle for facilitating this opportunity on the Adjournment. I understand the contract for the carrying out of the vehicle testing function will expire in 2009 and will be advertised for tender prior to that date. A mid-term review was scheduled...

- Interdepartmental Committees. (21 Feb 2006)
Caoimhghín Ó Caoláin: Question 5: To ask the Taoiseach if he will report on the work of the cross-departmental team on housing, infrastructure and public-private partnerships; and if he will make a statement on the matter. [3208/06]
- Interdepartmental Committees. (21 Feb 2006)
Caoimhghín Ó Caoláin: The Taoiseach referred earlier to tolling. Has the cross-departmental team addressed this in any substantive way? There is already an extensive demand on road users through vehicle registration tax, car tax, income tax, excise duties on fuel consumption and now tolling is an ever-increasing feature of our road infrastructure. Would it not be appropriate for the cross-departmental team to...

- National Archives. (22 Feb 2006)
Caoimhghín Ó Caoláin: I wonder with what certainty I could answer the same question.
- National Archives. (22 Feb 2006)
Caoimhghín Ó Caoláin: Will the Taoiseach clarify his Department's role under the Archives Act 1986? Does he or his Department have an oversight role on the release of files or even the decision not to release files by any other Department? As regards files that have not been released by the Department of the Taoiseach pertaining to 1975, will the Taoiseach advise us if any of those relate in any way to the Dublin...

Caoimhghín Ó Caoláin: What about the Six Counties section of the Department of Justice, Equality and Law Reform?
- National Archives. (22 Feb 2006)
Caoimhghín Ó Caoláin: I appreciate that but I referred to the Six Counties aspect of it, which is the Taoiseach's focus.
