Patrick Costello: Deputy Ó Ríordáin said it there perfectly. These things should be obvious, but it is no harm to include them in written format. While the ideas of transparency, accountability and effective oversight may be the purpose of this Bill, it is important to state clearly from the very beginning that this is an aim and a principle, because we have seen what happens when this is not done.
