Joint Oireachtas Committee on Health: New Standard Operating Procedure for Assessment of Need under the Disability Act 2005: Discussion (27 Jun 2018)

Michael Harty: Deputy Margaret Murphy O'Mahony asked about the consultation. Why was there a lack of consultation with parents and therapy groups in drawing up this process? This group would have had an important input into how the structures were put in place. Why was there a lack of consultation?

Joint Oireachtas Committee on Health: New Standard Operating Procedure for Assessment of Need under the Disability Act 2005: Discussion (27 Jun 2018)

Michael Harty: Those figures are absolute numbers. Can Dr. Morgan give figures per head of population regarding children? There were 50 overdue assessments in Kerry and over 1,000 in Cork. Is there a disparity in terms of the number of people to whom those figures apply as opposed to the absolute numbers per area?

Joint Oireachtas Committee on Health: New Standard Operating Procedure for Assessment of Need under the Disability Act 2005: Discussion (27 Jun 2018)

Michael Harty: Patient testimony is very important. We heard testimony from a parent on behalf of the patient this morning. There is a huge gap, two to three years, between the assessment and the service being delivered. That is where the system is breaking down. In general practice, I would have no idea whatsoever how to navigate the system. I receive reports from therapists but, apart from that, I...

Joint Oireachtas Committee on Health: New Standard Operating Procedure for Assessment of Need under the Disability Act 2005: Discussion (27 Jun 2018)

Michael Harty: Would it be possible for Ms O'Neill and Dr. Morgan to provide a timeline or schematic outline of how the process works from the point of referral to the point of assessment to the point of delivering a service? This would help us to understand how the process works and what the target would be if we were in an ideal situation. Today's meeting has raised a huge number of issues, many of...

Ceisteanna - Questions - Priority Questions: Public Sector Pay (28 Jun 2018)

Michael Harty: 4. To ask the Minister for Health the provisions he is making to unwind the provisions of the financial emergency measures in the public interest, FEMPI, legislation for contract holders, including general practitioners, GPs; and if he will make a statement on the matter. [28530/18]

Ceisteanna - Questions - Priority Questions: Public Sector Pay (28 Jun 2018)

Michael Harty: The FEMPI Act, as it applies to contract holders, including GPs, remains one of the most destructive legislative measures introduced in the history of this State. The disproportionality of its application to GP resources has undermined the financial viability and sustainability of general practice into the future. When will the Minister make provisions to unwind FEMPI as it applies to...

Ceisteanna - Questions - Priority Questions: Public Sector Pay (28 Jun 2018)

Michael Harty: I thank the Minister. I do not believe he appreciates the destruction the application of FEMPI is causing to general practice. It started in rural areas but now it is creeping into urban areas where it is impossible to attract GPs into the service. One of the principal reasons for that is the application of FEMPI. There has been a 38% reduction in the gross income of practices as a result...

Michael Harty: -----there are no negotiations taking place at present. It is an exchange of letters. People are not sitting down and speaking to each other.

Ceisteanna - Questions - Priority Questions: Public Sector Pay (28 Jun 2018)

Michael Harty: The Minister has referred to training places again. If he is going to use training places as a means of sorting out this problem, he is way behind the eight ball because of every 100 GPs trained, 50% will not be working in general practice in five years. They will have left the service to work in other parts of the health service. They will have emigrated or they will be working on a...
