When the legislation is enacted, there will be a legal obligation on everybody to accurately record the fertiliser they have, whether they buy it in the North or in the South. Charlie McConalogue: I will put it this way. No matter how much engagement there is, until there is a government in the North, it will not be possible to have a fertiliser register there. Is the Deputy saying we should not do a fertiliser at all until there is one in Northern Ireland? That does not make sense.
