- Joint Oireachtas Committee on Agriculture, Food and the Marine: Ireland's Water Quality and the Nitrates Derogation: Discussion (15 Sep 2023)
Tim Lombard: I am tight for time. Perhaps Mr. Callanan could correspond with me in writing on that. On the economic impact of the decision, what has happened in the last month is probably the worst decision for agriculture and the dairy industry in 40 years. Can the Minister give me a breakdown of the economic impact the decision will have on the State, for milk processors and farmers, and in respect...

Tim Lombard: But the Department has not.

Tim Lombard: The 3,000 does not include the banding yet.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Ireland's Water Quality and the Nitrates Derogation: Discussion (15 Sep 2023)
Tim Lombard: We have a different modelling system compared with the international model of milking cows. We have a grass-based system, not a high-feed system, so the potential for us to cull the 10% worst cows to increase production is not there because we have maximised that, in particular in the past 18 months.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Ireland's Water Quality and the Nitrates Derogation: Discussion (15 Sep 2023)
Tim Lombard: I want to get clarification about the targeted measures the Minister is proposing. What are the targeted measures that could be enforced in red areas going forward? Will the Minister be proposing to have those target areas for derogation farmers and non-derogation farmers or only for derogation farmers in the red areas?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Ireland's Water Quality and the Nitrates Derogation: Discussion (15 Sep 2023)
Tim Lombard: I am referring to whatever targeted measures the Minister is proposing to use to make sure we reach that target. We have a red area, as can be seen on the map on page 27. Some of those farmers are derogation farmers and some are not. Whatever is brought forward in the new plan, is the Minister proposing to have them for both derogation and non-derogation farmers?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Ireland's Water Quality and the Nitrates Derogation: Discussion (15 Sep 2023)
Tim Lombard: This is not a political point; I do not make them. All I will say is that clarity regarding the red map on page 27 of the EPA report was the most important thing we got this morning. That was something farmers were looking for. I know farmers who sold ten calf heifers last Monday in Bandon because they had not clarity on that, and got crucified.
- Seanad: Nithe i dtosach suíonna - Commencement Matters: School Transport (26 Sep 2023)
Tim Lombard: The Minister of State is more than welcome to the Chamber. I advocate on behalf of nearly 65 students living in my area who feel abandoned by the State regarding school transportation. They come from places such as Riverstick, Belgooly, Minane Bridge, Ballinhassig, Dunderrow, Ardfield, Peddler's Cross, Aghyohil, Castletown Kinneigh and Bandon. They are all at a crossroads waiting to know...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: School Transport (26 Sep 2023)
Tim Lombard: I will be brief. With regard to the temporary alleviation measures, Bus Éireann is breaking the Department's rules or else the rules have not been made clear. We do not know where that figure is and when concessionary is then tied into it a complete confusion is made of the argument. The temporary alleviation measures granted to some students is not being granted to others because of...

Tim Lombard: I thank the Chair.
- Seanad: An tOrd Gnó - Order of Business (26 Sep 2023)
Tim Lombard: Tomorrow morning a big storm will hit Ireland, in particular the south west, between 9 a.m. and 3 p.m. Thousands of acres of grain have not been cut. It is now 27 September. It is quite possible we will not save that grain, although most of it is lodged. I walked a 62-acre field of oats last Sunday that was not three inches tall. Maybe four or five weeks ago, this crop was the bones of 4...
- Seanad: An tOrd Gnó - Order of Business (27 Sep 2023)
Tim Lombard: Thank you, a Chathaoirligh. I was not aware of the slots.
- Seanad: An tOrd Gnó - Order of Business (27 Sep 2023)
Tim Lombard: Indeed I will knock myself out. I thank the Cathaoirleach for the clarity regarding the three-minute slots. I want to raise an issue regarding the National Transport Authority, NTA, and how it operates. It is a significant issue. The NTA is a major driver of infrastructure in the State when it comes to public transportation. There is a lack of engagement regarding decisions it makes that...
- Seanad: Crime and Policing: Motion (27 Sep 2023)
Tim Lombard: The Minister of State is more than welcome. I will first compliment the statement made by the Minister. It was a powerful statement and she brought a lot of good information to the floor the House, which is very important. She outlined in many ways where we are going with the training programme and the recruitment process happening at the moment. She also referred to the Covid issue and...
