Seanad: Health (General Practitioner Service) Bill 2015: Second Stage (11 Jun 2015)

John Gilroy: I welcome the Minister of State. Universal GP services for citizens over 70 are most welcome. It is a very good day for our health service as we put in place the legislative underpinnings for this. It represents the second phase of our reform of the health service, following on from free GP care for the under-sixes. The small step to which Senator Crown referred directly affects 300,000...

Seanad: Health (General Practitioner Service) Bill 2015: Second Stage (11 Jun 2015)

John Gilroy: We have learned our lesson; however, some of the problems we now face stem from those times and the lack of reform. Let us not enter into a blame game. This is part of the programme for Government. Senator John Crown is correct to remind us that the former Minister for Health, Deputy James Reilly, told us that it would take two terms to deliver universal health care. It is a reasonable...

Seanad: Health (General Practitioner Service) Bill 2015: Second Stage (11 Jun 2015)

John Gilroy: Free for them, that is. We have discussed the first and second steps. Presumably, a third step will be taken shortly. Will it involve free GP care based on an age cohort or another model? Will it be, perhaps, in blocks of six years, up to the age of 12 and later up to the age of 18 when resources and finances become available? While it is a small step, it is more than the minimal step...

Seanad: Order of Business (24 Jun 2015)

John Gilroy: I second the amendment tabled by Senator Mary Moran. However, there is an onus on speakers in the House to put accurate information on the public record. Two speakers on the Opposition side said there were cuts to the rape crisis centre but there have been no cuts to any rape crisis centre.

Seanad: Order of Business (24 Jun 2015)

John Gilroy: The Senator said that but two other speakers on the Opposition benches certainly said "rape crisis centre". It is the network and we must distinguish what the network does from what the rape crisis centres do. Rape Crisis Network Ireland does not offer frontline services but is a representative body of 14 rape crisis centres. Tusla said on 11 June this year that it will maintain the...

Seanad: Order of Business (24 Jun 2015)

John Gilroy: That is the rape crisis centre. Can the Senator put accurate information on the record?

Seanad: Order of Business (24 Jun 2015)

John Gilroy: Facts do not seem to matter on the Opposition side.

Seanad: Order of Business (24 Jun 2015)

John Gilroy: One day Senator Daly will come in here and give factual information.

Seanad: Order of Business (24 Jun 2015)

John Gilroy: Accuracy and honesty do not matter in this House. Nonsense repeated is still nonsense.

Seanad: Consumer Protection (Regulation of Credit Servicing Firms) Bill 2015: Second Stage (24 Jun 2015)

John Gilroy: The Senator is judging us by his own standards, I am afraid.

Seanad: Consumer Protection (Regulation of Credit Servicing Firms) Bill 2015: Second Stage (24 Jun 2015)

John Gilroy: I will not disagree.

Seanad: Consumer Protection (Regulation of Credit Servicing Firms) Bill 2015: Second Stage (24 Jun 2015)

John Gilroy: I welcome the Minister of State, my constituency colleague, to the Chamber. I also welcome Senator O'Brien's thoughtful and measured contribution, articulated in his normal coherent and clear style. However, I am a little disappointed with regard to his comments, which may surprise some people. He seemed to suggest that the legislation was constructed to satisfy the concerns of the...

Seanad: Order of Business (7 Jul 2015)

John Gilroy: While I also express my solidarity with the people of Greece, it seems that the argument about debt relief has become a battle of ideologies rather than a battle of answers. The Government took the very pragmatic step in putting the national interest first by negotiating with the best hand it had in a quiet manner. While there will be many critics of this, there are no queues today at banks...

Seanad: Order of Business (7 Jul 2015)

John Gilroy: With the benefit of hindsight we can see how awful and hateful that decision was, but also probably how necessary it was. If foresight was as good as hindsight, we would not have any problem. I ask the Leader to arrange for the Minister for Finance to come to the Seanad to discuss the issue. Ireland has direct exposure of €365 million, which is our contribution to the ESM. I...

Seanad: Order of Business (8 Jul 2015)

John Gilroy: We will all go.

Seanad: Transplant Patient Services: Motion (15 Jul 2015)

John Gilroy: I welcome the Minister to the Chamber to deal with this comprehensive and decent motion, which highlights an issue of extreme importance. I suppose the construction of the motion means we cannot support it in its current form. Surely there is no intention to ask the Minister to get involved in the recruitment of clinicians at any level. If we go down that route, we will open very dangerous...

Seanad: Order of Business (20 Jul 2015)

John Gilroy: They are a better class of seagull.

Seanad: Environment (Miscellaneous Provisions) Bill 2014: Report and Final Stages (21 Jul 2015)

John Gilroy: Set-aside is one.

Seanad: Environment (Miscellaneous Provisions) Bill 2014: Report and Final Stages (21 Jul 2015)

John Gilroy: Senator Keane's last comments notwithstanding, she has summed up the situation well. It is remarkable to discover Opposition Senators are not in favour of giving householders €100 per year to encourage them to conserve water. It is absolutely amazing that Members are saying, "No, you are not getting that money, you do not deserve it".

Seanad: Environment (Miscellaneous Provisions) Bill 2014: Report and Final Stages (21 Jul 2015)

John Gilroy: Sometimes people pursue arguments to the nth degree and end up painting themselves into a corner. Members opposite have done exactly that on this occasion. The logic they are presenting is so perverse as to make no sense at all.
