Seanad: Health Insurance (Amendment) Bill 2019: Second and Subsequent Stages (18 Dec 2019)

Máire Devine: I think this is my third time taking this Bill. It comes up every year. It is another reminder of what seems to be protection and favouring of private healthcare above all else. I know that people are afraid of entering the public system and being left to wait for months or years for treatment. Many scrape together to fund private healthcare but others simply cannot access the market....

Seanad: Regulated Professions (Health and Social Care) (Amendment) Bill 2019: Committee Stage (18 Dec 2019)

Máire Devine: I welcome these amendments. I think we all know what it might be like to be in the public spotlight following, say, an allegation of medical malpractice or neglect of duty of care. I have been in the offices of An Bord Altranais several times to represent nurses, sometimes for really minor misdemeanours. However, their reputation goes before them, even if they are found not guilty or not...

Seanad: Regulated Professions (Health and Social Care) (Amendment) Bill 2019: Committee Stage (18 Dec 2019)

Máire Devine: Under Part 3, specifically section 30, an effort is under way to move competent authority status from the Department of Health to the HSE. Such a move has been raised with us by the environmental health officers. They have stated it would give huge power to their employer in determining what constitutes what an environmental health officer, EHO, is. EHOs have a wide range of further...

Seanad: Regulated Professions (Health and Social Care) (Amendment) Bill 2019: Committee Stage (18 Dec 2019)

Máire Devine: Most people have covered the purpose of the amendment. The Minister sought to sign into law new rules pertaining to pharmaceutical assistants. Sinn Féin tried to rectify this in the Dáil but, unfortunately, our Report Stage amendment was ruled out of order by the Ceann Comhairle. These proposals extend the right to undertake continuing professional development to pharmaceutical...

Máire Devine: Has he?

Seanad: Business of Seanad: Motion (21 Jan 2020)

Máire Devine: Gabhann buíochas leis an gCathaoirleach, although it is a pity that it may be the final time I say that for a long time. The House is often called, including by me over the years, a kind of retirement home for the bewildered. It is where wannabe Deputies cut their teeth before seeking the supposedly coveted title of "Deputy" and, less kindly, is often considered to be a chamber of...

Seanad: An tOrd Gnó - Order of Business (20 Mar 2020)

Máire Devine: It feels our world is shattered. Our way of life is being tested like never before. Our planet and our people are being tested. I commend what Senator Boyhan said. We are all sitting here united. It is a strange and eerie atmosphere. I am very proud to be part of this Seanad and to see through emergency legislation in these times. We will stand united. As an aside, we are sitting here...

Seanad: An Bille Sláinte (Caomhnú agus Cosaint agus Bearta Éigeandála eile ar mhaithe le Leas an Phobail), 2020: An Dara Céim - Health (Preservation and Protection and other Emergency Measures in the Public Interest) Bill 2020: Second Stage (20 Mar 2020)

Máire Devine: As we all know, this is extraordinary legislation but it is to support people whose lives are gravely impacted by Covid-19. It is almost like a dream. Every day we all wake up and say, "Oh, I remember that." It still goes on as if one is half-asleep during the day. Who could ever have dreamt this? I would like to cover many areas, which, as other Senators have said, will be addressed in...

Seanad: An Bille Sláinte (Caomhnú agus Cosaint agus Bearta Éigeandála eile ar mhaithe le Leas an Phobail), 2020: Céim an Choiste agus na Céimeanna a bheidh Fágtha - Health (Preservation and Protection and other Emergency Measures in the Public Interest) Bill 2020: Committee and Remaining Stages (20 Mar 2020)

Máire Devine: On a point of information, do we know which amendments have been ruled out of order? I do not have that information.

Máire Devine: I reckon we have not half an hour remaining. With all of the amendments that have been ruled out of order I suggest, to help the House, that Senators would email their queries. I am aware that the Minister is probably overwhelmed but perhaps we could email the queries and questions on this. To discuss amendments that are out of order, and I am aware that people need information-----

Máire Devine: Okay. I presumed that amendment was being discussed.

Máire Devine: Yes. Okay.

Máire Devine: I move amendment No. 14: In page 8, lines 21, after "homes," to insert "or places of lodgings,". This amendment just makes sense. Not everyone has a home. There are different names. It speaks for itself. Most people would have a home and those who have one are lucky. However, other people who do not have a home have places of lodgings. I do not wish to hold up the Bill.

Máire Devine: When we talk about involuntary detention I also think about involuntary detention for those displaying mental ill health. That requires two medics; this requires one. Presumably, those at risk would be quite vulnerable to Covid-19 because a capacity for awareness may not always be present. Will one medic for emergency involuntary detention be used more frequently for people, as opposed to...

Máire Devine: I move amendment No. 26: In page 16, after line 20, to insert the following: “Amendment of 12. The is amended by the insertion of the following new section after section 14A: “Consideration by Bureau of application for vetting disclosure in the exceptional circumstances of Covid-19 14B. (1) A vetting disclosure for healthcare workers who have returned to service for...

Máire Devine: It relates to the National Vetting Bureau.

Seanad: Health (Preservation and Protection and other Emergency Measures in the Public Interest) Bill 2020: Motion for Earlier Signature (20 Mar 2020)

Máire Devine: I had a big speech organised on the amendment.

Seanad: Health (Preservation and Protection and other Emergency Measures in the Public Interest) Bill 2020: Motion for Earlier Signature (20 Mar 2020)

Máire Devine: That is okay.

Seanad: An tOrd Gnó - Order of Business (27 Mar 2020)

Máire Devine: I usually am, a Chathaoirligh. This is an extraordinary human and economic crisis that we are going through. I express sympathy and solidarity with people across the globe, especially those at the epicentre at present. This is the first disease outbreak in generations and it is also the first since social media has become a main form of interaction. I caution the deliberate spread of...

Máire Devine: A Chathaoirligh, will we get a hard copy of the proposed amendments?
