Róisín Shortall: Not for once-off-----
- Health Insurance (Amendment) Bill 2021: Second Stage (7 Dec 2021)
Róisín Shortall: Insofar as the purpose of the Bill is to get the approval of the House to establish the risk equalisation mechanism in order to support community-rated health insurance, and the decision must be taken on an annual basis, I have no difficulty with it. I recognise it for what it is. In the context of a private health insurance market, it is better that there is risk equalisation, lifetime...

- Health and Criminal Justice (Covid-19) (Amendment) (No. 2) Bill 2021: Committee and Remaining Stages (8 Dec 2021)
Róisín Shortall: I want to speak on amendment No. 20, which is in this group. The Minister is not making it easy for us to support the legislation. We have already stated that we will support it, as we supported the previous legislation last month, but the Minister does not make it easy because he does not meet people halfway at all. This legislation grants wide-ranging powers to Government to introduce...

- Health and Criminal Justice (Covid-19) (Amendment) (No. 2) Bill 2021: Committee and Remaining Stages (8 Dec 2021)
Róisín Shortall: It would work much better if the Minister listened to the science, but he did not do that with ventilation and antigen tests, even though expert groups were set up for those matters. Members of the Opposition and the public are asking why the Government is mishandling this to the extent that it is and they are asking why it is not doing the logical and obvious things it has been advised to...

To what extent have the two organisations discussed these asks with the Department? What has been its reaction in respect of additional measures in the legislation?

- Joint Oireachtas Committee on Health: General Scheme of the Public Health (Tobacco and Nicotine Inhaling Products) Bill 2019 (Resumed): Discussion (17 Nov 2021)
Róisín Shortall: I thank Mr. Macey for that. We will pursue that with the Department. In regard to the issue of illegal sales of cigarettes, this was very prevalent up until a couple of years ago. I am not aware of it to the same extent now. Is that an accurate assessment of the situation, or is it just that I have not come across it? What is Mr. Macey's information on the extent of illegal sales? It...
- Joint Oireachtas Committee on Health: General Scheme of the Public Health (Tobacco and Nicotine Inhaling Products) Bill 2019 (Resumed): Discussion (17 Nov 2021)
Róisín Shortall: I appreciate that. In terms of the practice of illegal sales of cigarettes, I would not be aware of people going door to door or selling on the street in town. I would not be as aware of it now as I had been previously. Has it reduced or is it just that we are used to it and do not notice it as much?

Róisín Shortall: Regarding the practice whereby people go to Spain on holidays and come back with case loads of cigarettes, what is Mr. Macey's information on that? Is that as prevalent as it had been previously? Mr. Macey made comments about the Revenue Commissioners and the need for additional personnel, so what is the evidence on the extent of illegal importation?
