- Written Answers — Long-Term Illness Scheme: Long-Term Illness Scheme (24 Jun 2009)
Mary Harney: There are currently no plans to extend the list of eligible conditions covered by the Long Term Illness Scheme, which was introduced on a statutory basis in 1971. Under the Drugs Payment Scheme, which was introduced in 1999, no individual or family unit pays more than â¬100 per calendar month towards the cost of approved prescribed medicines. The scheme is easy to use and significantly...
- Written Answers — Medical Cards: Medical Cards (24 Jun 2009)
Mary Harney: At present, medical cards are granted primarily on the basis of means and individual circumstances. Under the Health Act, 2004, determination of eligibility for medical cards is the responsibility of the Health Service Executive. The HSE has discretion, in cases of exceptional need, to provide assistance to individuals where undue hardship would otherwise be caused. Medical cards are made...
- Written Answers — Cancer Screening Programme: Cancer Screening Programme (24 Jun 2009)
Mary Harney: A number of questions regarding cancer services were raised in the letter of 11 June to which the Deputy refers. Since writing, the person concerned has had a meeting with the Chief Executive Officer of the National Cancer Screening Service (NCSS) and the Clinical Director of BreastCheck's Southern Region. The person wrote to me again on 17 June to confirm that she has been reassured with...

- Written Answers — Medical Cards: Medical Cards (24 Jun 2009)
Mary Harney: While there is no scheme known as the Medical Hardship Fund, the granting of a medical card is based on the avoidance of undue hardship on the part of cardholders in meeting their medical needs. Those who are not eligible for a medical card may still be able to avail of a GP visit card, which covers the cost of general practice consultations. Medical card holders are exempted from payment of...
- Written Answers — Medical Cards: Medical Cards (24 Jun 2009)
Mary Harney: The information requested by the Deputy is not routinely collected by my Department. I would point out however, that the number of persons applying for a medical card has increased greatly in recent months due to the downturn in the economy and the associated rise in the live register. In the first five months of 2009 there was a net increase of 46,566 medical card holders and 4,491 GP...

Following the Supplementary Budget in April, the capital allocation available for 2009 now stands at â¬370.724m. The Health Service Executive is currently revising its Capital Plan to take...

- Nursing Homes Support Scheme Bill 2008: From the Seanad (25 Jun 2009)
Mary Harney: This amendment was accepted in the Seanad. Instead of having the legislation refer to only one "person", it now refers to the plural, "persons". Clearly there will be a number of different persons involved in the multidisciplinary team. Members of the Seanad felt the use of the singular term "person" was inadequate and we were happy to accept the amendment.
- Nursing Homes Support Scheme Bill 2008: From the Seanad (25 Jun 2009)
Mary Harney: Amendments Nos. 2 and 3 ensure the legal basis is explicit and beyond doubt and that the Property Registration Authority can make and register the charge. These amendments were tabled after a submission was received from the Property Registration Authority. The provisions are to ensure there is legal certainty, which the authority felt was desirable. Amendment No. 4 is to ensure that, in...
- Nursing Homes Support Scheme Bill 2008: From the Seanad (25 Jun 2009)
Mary Harney: There seems to be some misunderstanding. Deputy Reilly's example could not happen. If one does not own the property there is no question of the HSE being in a position to make a charge against that property. If, for example, the property is 80% mortgaged that is a priority. At the time of registration the priorities are dealt with. At any time if somebody's financial circumstances change...
- Nursing Homes Support Scheme Bill 2008: From the Seanad (25 Jun 2009)
Mary Harney: Yes and on Second Stage I acknowledged that it has some reservations about the charge on the home. However, at present people are forced to sell their homes and run down their assets to pay for their care. This ends all of that and creates an equitable situation. Perhaps in an ideal world we would love to do some things differently but this will provide a radical change to how long-term...
- Nursing Homes Support Scheme Bill 2008: From the Seanad (25 Jun 2009)
Mary Harney: I am not able to give the Deputy any comfort or expectation. I recently met a nursing home owner who, having cared for an elderly gentleman for a number of years without payment, lived on the expectation that, on the death of the said individual, the nursing home would be able to reclaim its charges. The home owner later discovered, however, that the person in question left his farm and...
