- Seanad: Order of Business. (10 Mar 2010)
Ivor Callely: I ask the Leader to arrange, at an appropriate time, a debate on the Health Service Executive to enable the House to review the work of the organisation. While I have stated publicly that the jury is out on the HSE, having had scandal after scandal it strikes me that we have created a monster and are allowing it to roll down the tracks. The position seems to be one of keeping the monster...
- Seanad: Order of Business. (10 Mar 2010)
Ivor Callely: The Senator should examine the record.
- Seanad: Order of Business. (10 Mar 2010)
Ivor Callely: The health boards were working well and we established a regional health authority which was also working well. Senator McFadden was not correct to blame the Minister, as she knows, because the HSE is the responsible authority for the delivery of service. The HSE has failed.
- Seanad: Order of Business. (10 Mar 2010)
Ivor Callely: I am simply asking the Leader to arrange a wide-ranging debate on the HSE. I also ask him to arrange a debate on the taxi industry at a convenient time. Taxi drivers are protesting because the relevant authorities refuse to enter talks. Is it not sad that we will not talk to the taxi industry on issues that impact on the daily lives of taxi drivers and their families? I would be pleased...
- Seanad: Order of Business. (11 Mar 2010)
Ivor Callely: I support the concerns expressed by colleagues on matters relating to Tallaght hospital. Equally, I support what Senator O'Toole said about what one might expect of a Minister. Structures are in place and we should examine them. This scandal is a wake-up call on which we must take action. Perhaps Senator O'Toole should note that the breaking news indicates that the hospital managers, the...

Ivor Callely: Hear, hear.
- Seanad: Order of Business. (23 Mar 2010)
Ivor Callely: I call for a debate on the public service. I ask that such debate would consider the broader issues associated with public sector reform, especially public sector efficiencies and accountability with consequences. Those two issues are hugely important. I draw to the Leader's attention the fact that what is happening at the passport office is unacceptable. I also draw his attention to a...
- Seanad: Order of Business (Resumed). (24 Mar 2010)
Ivor Callely: I join colleagues in congratulating the new Ministers. We wish them well in the challenges that present at this testing time. I read with interest various comments made in the newspapers today. We will need to wait for at least six months to see how the new team is performing. We wish them well in their endeavours. I support some of the comments made and calls for a debate, as last week I...
- Seanad: Order of Business. (25 Mar 2010)
Ivor Callely: I support the calls to address the difficulties that pertain in the public service. It is important we make the point that the constitutional right to travel must be honoured. Whatever action is necessary to address the difficulties in the Passport Office, they must be addressed. That may require difficult political decisions and I would like to think the House would support such a...
- Seanad: Finance Bill 2010 (Certified Money Bill): Committee Stage. (25 Mar 2010)
Ivor Callely: Like the Minister earlier, I am not sure if I am on the right section. Unlike Senator Doherty, however, I would tend to support Senator Twomey. I would look at the success or otherwise of primary care centres. The Department of Health and Children had a target for a number of these centres to be strategically placed to take pressure off other service providers, particularly accident and...

Ivor Callely: Yes.

Ivor Callely: On recommendation No. 9.

Ivor Callely: I am speaking about the relief.
- Seanad: Finance Bill 2010 (Certified Money Bill): Committee Stage. (25 Mar 2010)
Ivor Callely: On the amendment, I support the view that reliefs are necessary.
- Seanad: Finance Bill 2010 (Certified Money Bill): Committee Stage. (25 Mar 2010)
Ivor Callely: The economic situation of this country has changed. On the one hand, we do not have primary care units and, on the other, we do not have nursing homes. Given the State's finances, I do not believe the Department of Health and Children will be in a position to provide primary care units or nursing homes. If the policy on primary care centres has changed, perhaps the Minister will indicate...
- Seanad: Finance Bill 2010 (Certified Money Bill): Committee Stage. (25 Mar 2010)
Ivor Callely: In response to Senator O'Toole, it is important to indicate that there will be a significant gain along the lines mentioned by Senator Twomey for the general public in primary care centres. On the position of the Department of Finance, it is my understanding that they are the same as the capital allowances for nursing homes. The HSE policy runs along the lines mentioned by Senator Twomey....
- Seanad: Finance Bill 2010 (Certified Money Bill): Committee Stage. (25 Mar 2010)
Ivor Callely: There will be no loss because one can have a limited company with a 20% tax rate.
- Seanad: Finance Bill 2010 (Certified Money Bill): Committee Stage. (25 Mar 2010)
Ivor Callely: There will be no loss. There will actually be a gain. We will await the Minister's reply, but it is my understanding the State is not in a position to provide these units, whether they provide primary care or nursing home beds, because the necessary funding is not available.
- Seanad: Finance Bill 2010 (Certified Money Bill): Committee Stage. (25 Mar 2010)
Ivor Callely: Hear, hear.
