My understanding is that at that time there was a concern that there was actually a hindrance by the fact that equality budgeting was not obligatory and that Departments had limited incentive or capacity to participate and were unclear on the ultimate goals of the initiative. Sorca Clarke: Mr. Culhane raised an important point. The data collected declines significantly after gender and age in terms of the data set. Gender has 68 data sets, age has 65, but if we look at family status there are 19. There is that bit of a cliff edge. In fact the next closest to age in terms of data sets is race, which is at 26. Sorca Clarke: It is something that this committee has heard about, particularly as it relates to younger carers who have a caring role but do not identify themselves as carers because, for example, they do not believe they are full-time carers if they are going to school or to part-time work. There is a wider question around the definition of caring and what care looks like, be it in the home or the community.
